1987 Yalden case convict accuses prosecutor Yates lawmakers vote down study M0RF1MG BRIEFING of his assistants. Banks, 49, who filed the suit by mail without a lawyer, is serving a 10-to-15-year prison sentence after his Feb. 11 conviction on various charges stemming from the 1985 disappearance of William E. Yalden of Geneva, Ontario County. Yalden's body was found last year buried in Clark County.

No one has been charged with his killing. Banks was convicted on counts of extortion, grand theft raised by the legislators, Fitzwater said Yates County will hold a workshop on the controversial project on Aug. 26 at 1 p.m. at the county office building. The workshop will be conducted by experts hired by the authority, who will answer questions by the legislature.

A vote on the environmental study may be placed before the legislature after the workshop. In another waste disposal matter, Fitzwater yesterday appointed a three-member committee to co- ordinate the closure of the former Yates County landfill in Torrey. The 90-acre landfill on Long Point Road has been classified by the state as an inactive hazardous waste site. Junior League needs Festival of Trees help Democrat and Chronicle The Junior League of Rochester is seeking individuals, groups and companies interested making donations to its annual Festival of Trees to be held in November. The fund-raiser features professionally decorated holiday trees and wreaths that are sold to the public. Proceeds from the event will benefit the Ronald McDonald House and other local organizations. For more information, call Linda Novak at 586-1190- Phelps man dies in head-on crash GENEVA An Ontario County man was killed yesterday when a car collided head-on with the pickup truck he was driving after sideswiping another pickup truck.

Robert R. Day, 41, of County Road 6, Phelps, was pronounced dead at Geneva General Hospital after the 2:18 p.m. accident on Route 14A in the town of Geneva, Ontario County sheriffs deputies said. Another driver, Patricia Blan-chard, 36, of Solvay, Onondaga County, was traveling north when she crossed the center line and si-deswiped an oncoming truck before continuing on and hitting Day's truck, deputies said. The other driver, Gary Laursen, 39, of Wabash Road, Geneva, wasn't hurt.

Blanchard suffered a broken leg and cuts and bruises and was in serious condition last night at Community General Hospital of Greater Syracuse. Blanchard was ticketed for failure to keep right and not wearing her seatbelt. A section of Route 14A was closed for about two hours after the accident Fire destroys meat shop An electrical short caused a blaze that destroyed a Webster meat market and offices early yesterday, officials said. The 12:45 a.m. blaze at Schreiber's Meat Market, 1724 Ridge Road, destroyed the first-floor butcher shop and upstairs offices, said Union Hill Fire Chief Donald Lamer.

But a neighboring house and bam which housed livestock were spared from damage as the 70 firefighters brought the blaze under control within an hour, Lamer said. The livestock, also owned by the Schreiber family, had left the bam and had run to a fenced in pasture behind the building when firefighters arrived, the chief said. The family-run business raises about 300 head of cattle and operates the wholesale and retail meat operation. Larner did not know the amount of loss but said the market was insured. Webster, West Webster and Ontario firefighters assisted Union Hill.

Drug testing studied A special panel studying how to regulate drug testing in Rochester met for the first time yesterday. The nine-member committee, created by Mayor Thomas P. Ryan is to issue recommendations including possible legislation to regulate drug testing by Jan. 1. Committee members yesterday began grappling with many of the same questions the mayor and the City Council had discussed: What is reasonable suspicion? Who should be tested? How should they be tested? When should they be tested? What is random testing? The committee includes representatives of management, labor, lawyers and medical personnel.

Ryan created the committee after vetoing a City Council bill that would have regulated testing for drugs in the workplace. MCC hosts Nazi exhibit An exhibition on the history of Auschwitz, a Nazi concentration camp, will be held from Sept. 9 to 17 at Monroe Community College. The exhibition, titled "Auschwitz: A Crime Against Mankind," will display artifacts and documents provided by the Auschwitz State Museum in Poland. Exhibit hours are 10 a.m.

to 4 p.m. and 7 to 9 p.m., except Sept 11 13. The hours on those dates will be 10 a.m. to 4 p.m. There is no admission charge.

Bill benefits RIT The U.S. House of Representees recently passed a bill allocating $1.8 million for a Model Academic Health Education Center at Rochester Institute of Technology. Local representatives Frank Horton, R-Brighton, Louise Slaughter, D-Periton, and John LaFalce, D-Tonowanda, Erie County, testified earlier this year in support of the center before the House Appropriations Committee.
