The Irish Parliament ratified an extradition treaty with the United States. It paves the way for the return of Maloney, who police said fled to Ireland in 1967 and began living under an assumed name. prison, a top-security jail that holds only terrorists in the Irish Republican Army. However, in July the Irish Supreme Court declared invalid because of a technicality an extradition treaty between Ireland and the United States, allowing Maloney to walk out of the jail a free man. The treaty, signed in 1983, was found to be invalid because it had not been ratified by Parliament. However, the ratification of the treaty yesterday allows Maloney to be extradited. It could not be determined last night when the treaty goes into effect Relin said there is a possibility Maloney will attempt to fight the validity of the extradition treaty on other grounds.

Bicklord. When Board Chairman James Steele asked for public comment yesterday after a summary of the budget by County Treasurer Joseph Griffo, there was silence. "You may have shocked them," said Bickford to Griffo. Griffo said the total appropriation in 1987 is tentatively $36,758,745, up $2,288,093 from the 1986 budget. The property tax levy is a proposed $7,991,697, up $1,097,851, or 15.9 percent Griffo said more than half the $2.29 million increase in appropriations came from a $1,191,000 increase in social service program costs alone.

"We know he's in Ireland. The Irish police department have kept tabs on him even though they don't have any charges against him," said Relin, who is the fifth district attorney to oversee the Maloney case. Maloney, described as bright, fast-talking and charismatic, was arrested in June 1967 the day his wife, June Fisk Maloney, died. Prosecutors say Maloney put wood alcohol in his wife's drink at a birthday party for their 5-year-old son in Gates. After his arrest, Maloney asked to undergo psychiatric treatment and was sent to the former Rochester State Hospital, now the Rochester Psychiatric Center.

million budget that reduces taxes and includes a $5 million surplus. The county is enjoying a $5 million surplus this year and estimates it will collect an identical surplus for next year. The $35,158,847 budget presented by Pike Supervisor Urlin Broughton and his Finance Committee was 4.6 percent greater than the 1986 total. A new labor contract automatically added 5 percent to payroll costs. The property tax levy is $3,516,937, up $24,500 over the 1986 levy.

George Reiss, who unveiled Maloney's false identity in Ireland, doubts Maloney will stay still long enough to fight any court battle. "The only thing I can say is that if I know Joe Maloney he would wait until the last minute, would have made friends and then will disappear," said Reiss, who lived next door to Maloney for 17 years. "The police department in the area knows him very well and would keep tabs on him, but it's my feeling he'll disappear and they won't find him," Reiss said last night. Authorities said earlier that Maloney, as a result of his expertise in explosives, might have developed contacts with the IRA, which might help slip him underground and out of the view of authorities.

Wayne County Supervisors last night adopted a $42.7 million budget that increases the property tax rate by 10 cents per $1,000 of assessed value. The $42,723,238 budget includes a tax rate of $7.47 per $1,000 of assessed valuation. The 1986 tax rate was $7.37 per $1,000. Supervisors blamed the tax increase on the loss of federal revenue sharing funds. Almost nothing in the budget was lower than last year, said board clerk Helen Maddock.

The budget also included a roughly 4.5 percent increase in salaries for county employees. It was estimated at $4.2 million this year but actually came in at $4.8 million. "I'm not sure the average person realizes what's in store for him," said Caledonia Supervisor Carroll Recreation Center, on Henry Street Hilton.
