The NBA All-Star Weekend begins Saturday ot The Summit in Houston with the slam- dunk contest, long-distance shootout and NBA Legends game. STARS Wednesday Ken Norman, Clippers, had 32 points, 14 rebounds and five steals as Los Angeles beat Houston 114-111 to snap its losing streak at 19 games. Norman shof 13-for-23 field and grabbed half of his rebounds on the offensive end.

Charles Berkley, 76ers, scored 31 points on 11-for-13 shooting, grabbed 10 of his 15 rebounds on the offensive end and added three steals as Philadelphia beat Seattle 109-102. Robert Parish, Celtics, had 20 points, 22 rebounds, three blocks and three assists as Boston beat Indiana 109-102 for its first victory over the Pacers in three games'this season. Terry Teagle and Chris Mullin, Warriors: Teagle scored a career-high 35 points including the game-winners with 1:18 left on 15-for-21 shooting and grabbed six rebounds. Mullin added 28 points, 11 assists, seven rebounds and four steals as Golden State became only the second team to beat the Lakers in 22 games at the Forum this season, STRANGE IRONIES The L.A. Clippers committed only six turnovers Wednesday in their 114-111 victory over Houston, the second-bast performance by an NBA team this season.

Only the Philadelphia 76ers, with five against Boston earlier this season, have had fewer. Had the Clippers been beaten by Houston, they would have tied the 1972-73 Philadelphia 76ers' single- season record of 20 consecutive loss- STREAKS New York's 113-101 victory at Atlanta was its fifth straight, all since the Knicks returned from a seven-game, 11-day West Coast road trip. The Daffy GALVESTON Limited numbers of anglers ventured out Thursday although weather and water conditions improved considerably. As a result, equally few fish catches were listed by area reporting stations.

Dee Delahoussaye of the Fish Spot in Texas City expressed surprise that anyone would fish during the recent cold snap. "You mean people have been going out fishing?" she asked. "We haven't had anybody out that brave." The same story was reflected at other bait and fishing camp stations. Many were closed Thursday and the ones remaining opened had little information to share. Rosanne Dawson of Pleasure Island Fishing Camp said two boats were launched Thursday and only one six-ounce croaker was brought in.

Dawson also was surprised at how few anglers were tracking speckled trout in the Offatts Bayou vicinity. "We haven't seen very many boats in Offatts," she said. "It's too cold, I guess. Maybe they (anglers) are looking for the weekend to come out." FRIDAY TIDES: high 7:48 a.m. (0.9) ond 6:43 p.m.

STRUGGLING Boston's 109-102 victory over Indiana lifted the Celtics' record to 23-23, putting the defending Atlantic Division champions at .500 for only the second time since Dec. 21. Of Boston's next nine games, eight are on the road and the ninth will be played in the Celtics' second home, the Hartford Civic Confer. Boston's next game at Boston Garden is not until March 1, when the Celtics host the Atlanta Hawks. Sam Bowie, who has played in only five of the Trail Blazers' last 253 games because of broken tibias, has been given full medical clearance to play and may be activated Thursday for Portland's game against Houston, the club announced. The 7-foot-1 Bowie has been practicing with the Blazers for several weeks and has shown no apparent ill effects from his injuries. Hodges, Bulls shoot past Spurs Associated Press SAN ANTONIO Craig Hodges scored 15 fourth-quarter points, including a 3-pointer with 37 seconds left, to lead the Chicago Bulls over the San Antonio Spurs 108-103 Thursday night. Michael Jordan led the Bulls with 23 points, but was overshadowed by Hodges' season-high 20 points. Hodges' last of three 3- pointers gave the Bulls their final margin of victory.

Fran Brickowski, Vernon Maxwell and Willie Anderson led the Spurs with 19 points each. Hornets 110, Hawks 108 CHARLOTTE, N.C. Robert Reid made a 15-foot jump shot with 10 seconds remaining Thursday night, lifting the Charlotte Hornets over the Atlanta Hawks 110-108. Kelly Tripucka scored 20 points for the Hornets, while Kurt Rambis had 16 and Rex Chapman 15 Earl Cureton had 12 points and 15 rebounds for Charlotte. Dominique Wilkins led the Hawks with 23 points and Malone had 18 points and 13 rebounds.
