THURSDAY, DEC. 12, 2002 DemocratandChronicle.com AND CHRONICLE Duffy discounts linking slayings, end of patrols Rochester Police Chief Robert Duffy Wednesday said he doesn't see a connection between a recent rash of killings and the end of a crime-reduction initiative with sheriff's deputies and state troopers. "These are another three examples of people resolving disputes or differences with guns," Duffy said. "We have a real problem with that in Rochester." Three people were killed between Saturday night and Tuesday afternoon. A city man was arrested in connection with the third killing and appeared in City Court Wednesday, where he was ordered held in jail without bail.

Glen Davis, 42, of 341 Garson Ave. was charged with seconddegree murder and criminal possession of a weapon in connection with the death of Charles Mixon, 48, of Rochester. He was arraigned Wednesday morning in Rochester City Court. Mixon was shot about 1:26 p.m. at the Sunoco gas station at 567 W.

Main St. He was pronounced dead at Strong Memor- Glen Davis is charged with second-degree murder in the death of Charles Mixon. ial Hospital about 2:25 p.m. Police are still searching for the people who shot two other men: Neftali Crespo, 30, was killed outside The Conquistador restaurant Saturday night; Jose Cruz was shot to death Monday afternoon at Friedrich Park and Thomas Street. The three killings have prompted some community groups to decry Sunday's end of a two-month detail in which county deputies and state troopers worked alongside city officers in high-crime areas.

But Duffy pointed out that two of the killings happened outside the detail's hours of operation and the other was outside the specified areas. What's more, Duffy called Sat- urday's killing a "clear-cut execution," in which the killers looked for an opportunity to gun down Crespo. "If it didn't happen there, it would have happened somewhere else." The other two deaths appear to be the result of previous disputes between the victims and the killers, he said. Duffy credited good police work and witness cooperation for Davis' arrest. Based on a description of the shooter, Sgt.

Bob Brighton and Officer John Skakuj apprehended Davis a few blocks from the scene. They also recovered a weapon, Duffy said. "This is one of the countless times we take a very violent, armed suspect into custody without incident," he said. "This man (allegedly) just killed someone and they put their lives at risk to arrest him without further injury." Duffy is planning to hold a news conference later this week to discuss the results of the crime-reduction program. a E-mail address: DemocratandChronicle.com George Lehman, photo expert George W.

Lehman of Pittsford, once a press photography expert and sales operative who hobnobbed with political greats of the Kennedy White House era, died Nov. 5 after a heart attack. He was 87. The one-time swimming star at West High School (class of 1933) "was always smiling," said classmate Dr. John H.

Remington, now a retired surgeon from Brighton. "Everyone loved him especially the girls, because he could dance." And he could have adventures. As a 16-year-old, Mr. Lehman hitchhiked with a friend to New York City, then through the Depression-era South to Florida. On the way, according to an account in a 1932 edition of West High's Occident, the boys saw the protesting Bonus Army of World War veterans encamped in Washington, D.C., feasted on cantaloupe in the Carolinas (a dozen for 10 cents) and stole rides atop Greyhound buses heaped with luggage.

In those days, Mr. Lehman was also the youngest Eagle Scout in Rochester and went on in later years to be active with the Boy Scouts of America. Mr. Lehman grew up on Arnett Boulevard in the 19th Ward. His paternal grandfather Andrew, who moved to Rochester in 1895, was an immigrant from Malmo, Sweden, and had Americanized his name, from Larson to Lehman.

A 1938 honors graduate of Syracuse University, Mr. Lehman studied finance and did course work at other area colleges over the next decade in ad- BY STAFF WRITER PATRICK FLANIGAN OBITUARY vertising and photography. In 1941, he joined camera maker Graflex Inc. later a division of Singer Education and Training products. During World War II, Mr.

Lehman was exempt from military service so he could administer camera-related military equipment contracts, do a stint with the top-secret Manhattan Project which built the first atomic bombs and serve on the War Production Board. During his wide-ranging Graflex career, he helped direct East Coast sales, develop billing systems for Bell Telephone set up license programs for western state motor vehicle departments and after 1961 sell photographic and optical equipment to government and military contractors. Mr. Lehman's clients included the early Peace Corps, the White House Press Association, the State Department and NASA. He also worked with U.S.

intelligence agencies on classified projects. At a black-tie affair in 1961, Mr. Lehman met President John F. Kennedy who promptly introduced him to British Prime Minister Harold MacMillan. In a brief memoir written for his family, Mr.

Lehman described the meeting, including Kennedy's remark about Rochester, delivered with a smile: "You have a lot of Republicans up there."
