The product cost too much to make and, even at subsidized prices, nobody wanted to buy it.

The only user that ever was found for the plant's main product a fuel composed mainly of paper that can be burned to produce steam was Rochester Gas and Electric Co. The utility had been burning about 100 tons a day of the so-called refuse-derived fuel at its Russell Station in Greece. That is less than half the fuel that the facility was capable of making, even running at a quarter of design capacity as it was. Though the county asked a number of local companies to consider 'adapting their boilers to burn the fuel, none would. And though the county experi- it would have cost to take the same ton to a landfill.

Since the plant opened nearly five years ago, it officially has remained in a testing phase. In recent months, the plant has operated at about a quarter of its design capacity. Though many technical problems were worked out, some remain, including the potential million-dollar replacement of two troublesome refuse-sorting screens.
