Gladys Rhodes, Dr. 1 Wilbur Wright, and Betty J. Keller spoke. New leader for firemen's group GENEVA Gary G. Baxter of the Geneva Fire Department is the new president of the Ontario County Volunteer Firemen's Association.

Baxter, a member of the Hydrant Hose Fire Company in Geneva, will complete the term of Michael Peisher, a Clifton Springs firefighter who recently resigned. Peisher's term expires next May, when new officers will be elected. Baxter had been first vice president of the association. Trustees announced his appointment at an association meeting in the Cheshire Fire Department Thursday night. Wallace Farnsworth, also a Clifton Springs firefighter, was named to complete Baxter's term as first vice president.

tomorrow at the Village Office. The Village Board is proposing rate increases for the water it sells in the village, in the two water districts it serves outside the village and to the houses outside the village and the districts. "It's because of increased costs in labor, materials, maintenance work," said Mayor H.L. Vaughan. Vaughan said the Water Department owes the village's general fund made up of tax dollars $37,000.

The Village Board may consider approving the rates at its meeting next Tuesday, Vaughan said. The rates would be reflected in the June 1980 bills. The rates in effect now were approved last December. Inside the village, the rate is now $12.50 for the first 5,250 gallons and $1 per 1,000 gallons more than that. The proposal is to charge $12.50 for the first 5,000 gallons and $1.87 per 1,000 more than that.

In the water districts, the present rate is 96 cents per 1,000 gallons in the town of Sweden district and $1.52 per 1,000 gallons in the town of Murray CANCER From Page 1B the Cancer Center, a federally designated area which has full-time cancer specialists serving in local hospitals. Genesee, Highland, Rochester General and St. Mary's hospitals, along with Strong Memorial, form the Cancer Center serving the Genesee-Finger Lakes region. district. The proposal is to make that a uniform $2.81 per 1,000 gallons in both districts. Outside the village and the districts, the present rate is $25 for 5,250 gallons and $1.88 per 1,000 gallons more than that. The proposal is to increase the charge to $30 for the first 5,000 gallons and $5.61 per 1,000 gallons more than that. Briefly Workshop on revitalizing villages PENN YAN Local strategies for revitalizing villages and small cities will be the subject of a free public workshop at 7:30 p.m.

tomorrow at the Ontario County Cooperative Extension Building in Canandaigua. Organized by Genesee Finger Lakes Regional Planning, Council, the workshop will feature a panel discussion by local technical assistance specialists from the state's neighborhood preservation unit and from the state Department of Housing and Community Renewal. Downstairs a reception area for pediatrics has a wall that will be covered with paper "so children can scribble while they wait," Williams said.

The radiation therapy department will be located in the basement, using old and new equipment. The center will transfer one X-ray radiation machine from the old part of the hospital. It is waiting approval from the Finger Lakes Health Systems Agency and the State Department of Health to purchase another, more powerful, X- ray machine, Williams said. Dr. Cooper is also hoping to buy the radiation department a neutron accelerator, which will cost at least $3 million for the accelerator alone.

The machine will be used in research and to treat cancer patients. The basement includes an elaborate room for the accelerator. The unfinished cavernous room is surrounded by concrete walls six feet thick to prevent radiation from escaping while patients are being treated. Obituaries R. Waclawski, Medina resident MEDINA Rosalie Waclawski, 87, of Meade Avenue, died at Medina Memorial Hospital Saturday after suffering a stroke last month.

Mrs. Waclawski was born in Albion and lived in Medina most of her life. She was a member of the Sacred Heart Church here and was also a member of the Ladies Rosary Society for many years. She is survived by her daughters, Eleanor Judson of Lockport, and Marion Musto, Dorothy Wieczorek and Marcia Grimm, all of Medina. 'Champagne brunch' for Emery GENESEO- Admirers of James Emery are organizing a "champagne brunch" in tribute to the assembly minority leader from Geneseo.

Martin Gilbride of Nunda, retired state parole board commissioner and. like Emery, a former sheriff of Livingston County, is chairman of the event to be held at noon Sunday at the Holiday Inn, Geneseo. Tickets are $20. CANANDAIGUA Family Counseling Service of the Finger Lakes Inc. will present a family life education workshop for area residents over the next three weeks.

The initial session on "Single Parenting" will be tonight from 7:30 to 9:30 at St. John's Episcopal Church, Canandaigua. Future sessions will deal with several other topics associated with divorced or separated parents. No prior registration is needed for the workshop. Residents with questions can contact Mary Griswold, family life education coordinator at the Family Counseling Service in Geneva.
