JAPAN SAYS YES: New Japanese baseball Commissioner Takezo Shimoda will send a letter today approving plans for the San Francisco Giants and San Diego Padres to open the 1980 National League season in Japan.

FINAL CUTS From Page ID Edwards was exaggerating some, but his point was clear. There are 29 players battling for 21 jobs with the Red Wings. First cuts will be annouinced tomorrow. Final cuts will be made Thursday. The Red Wings begin breaking camp next Saturday.

In this week of uncertainty, only this appears certain: The Red Wings will open the season April 11 in Norfolk, against Tidewater with Kevin Kennedy at catcher, Tom Chism at first base, Jimmy Smith at shortstop, Benny Ayala in left and Corey in right. Blake Doyle will be at second, unless Krenchicki is sent down. Taylor Duncan will be at third, unless he fails to show. And Lopez will be in center, unless he refuses to report. "But I don't expect that," said farm director Clyde Kluttz.

"He can't afford not to come. He's making $68,000 a year." Only Jeff Rineer, Jose Bastian, and either Ford or Stewart appear to have starting pitching jobs locked up. Dennis Blair and Tony Chevez have the inside track on the fourth and fifth spots in the rotation. Four relievers will go north, and there are five still here Gerry Pirtle, Jeff Terpko, Earl Stephenson, Don DeMola and Flinn. Edwards said he would carry an extra catcher, infieider, outfielder and designated hitter.

Because he can also play third, first and the outfield and because he can run (15 stolen bases last year at Charlotte) and hit with power (13 home runs), Royster appears to have the edge over John Buffamoyer as Kennedy's backup. If Krenchicki stays with the Orioles, that means Don Cardoza, Tom Bianco and Kim Allen are battling for the utility infield spot. The switch-hitting Bianco, not happy that the Red Wings acquired Duncan, apparently has the inside track. He can also play the outfield and be used as a DH. There has been talk of trading Cardoza.

Allen was tested at shortstop in the Red Wings' 3-1 exhibition game loss to Richmond yesterday. He played without an error and made one backhanded stop. Ron Diggle is the leading DH candidate. He's slow, but the outfielder led the Pacific Coast League in assists last year, drove in 84 runs and has hit .315 the last two seasons. Bastian was the loser yesterday as the Red Wings fell to 3-2 in exhibition play.

The young righthander retired the first 13 Braves but then yielded a single, a walk and a 2-out home run to, Clay Elliot in the fifth inning. OHIO-Jennings Karate Academy of Rochester successfully defended its Ohio State Karate Championships title by taking five lst-plaee awards Saturday.
