Near Signing By United Press International New York City public school officials and the United Federation of Teachers union tentatively agreed to a new contract yesterday, averting a strike that would have crippled the nations' largest public school system. The pact, which will allow 1.3 million students to attend school Monday as scheduled, was reached as labor disputes in Rhode Island, Pennsylvania, Missouri, and Illinois disrupted classes for half a million more students. The New York City dispute centered on working conditions and not salaries as in most of the other affected districts across the nation. In the hardest hit state, Pennsylvania, 350,000 students could not attend classes be cause of strikes in 20 separate school districts, including Philadelphia. The first day of classes for 60,000 students in Kansas City, were dismissed vesterdav because of a strike by 600 maintenance men, janitors and truck drivers which began Aug.

23. In Rhode Island, Barring-ton, one of eight districts involved in labor disputes over pay reached a new pact. However, officials for the seven other school boards and unions could not reach settlements, disrupting the classes of about 50,000 students. At Rockford, 111., the state's second largest school district, teachers continued a sit-in begun Wednesday at the board room of the district's offices and pledged to stay there until negotiations began. Some 2,200 teachers are on strike.

In a different type of dispute, about 30,000 Las Vegas, pupils in f2 elementary schools did not attend classes yesterday because of legal moves over an integration plan involving busing.
