A woman was rescued but was listed in guarded condition. Woman badly hurt in Rochester blaze JEFFREY BLACKWELL STAFF WRITER A Rochester woman pulled from a burning house on Bernard Street was in guarded condition at Strong Memorial Hospital Wednesday night. Elma Newsome, 67, was rescued through the back window of her burning home. According to Rochester Fire Department spokesman Capt.

Dan McBride, the woman was not breathing when firefighters pulled her from the house. Newsome was resuscitated at the scene and transported to Rochester General Hospital then to the burn unit at Strong Memorial. McBride said she suffered smoke inhalation and burns. A fire department captain was injured in the rescue attempt. He was placed off-duty because of an injury to his elbow.

The cuts, which would be in addition to those in the proposed budget, would be an alternative to Doyle's request to add sixth tenths of 1 percentage point to the sales tax rate. The resulting 8.85 percent sales tax would be the highest in the state.

Smith defended the amendment by saying that social services account for more than half of the county's budget. "We are trying to achieve some kind of balance here," he added. Criticism has also focused on how the Safety Net public assistance program would be funded under the Republican amendment. a About 90 percent of the $14 million that the county is projected to spend on the Safety Net next year would be paid for by the city, where most of those recipients reside. Towns would pay for the rest.

The reorganization of social services was supposed to be the centerpiece of Doyle's effort to close a $45 million to $65 million gap in the budget he introduced for 2003. And while Doyle recently claimed that the county saved $29.2 million of the $30.2 million promised by the reorganization, he has not been able to reduce Medicaid and public assistance caseloads, which were supposed to be a key component of the planned savings. Caseloads have instead gone up, and county workers say that part of the problem is that they are understaffed. The Republican amendment would make the situation worse. The heroic efforts of the couple saved the lives of their children during nearly two years in the Bergen Belsen concentration camp. The family emigrated to New York in 1947.
