MONDAY, MARCH 27, 2006 DemocratandChronicle.com DEMOCRAT AND CHRONICLE NEWS BEAT MCC student wins car in fundraiser A Monroe Community College student won the National Kidney Foundation of Upstate New York's Subaru Touch-AThon on Sunday, more than 49 hours after the contest started. Jake Fabry, 19, of Gates won a 2006 Subaru Impreza. He is a vocal music student at MCC and a graduate of Northstar Christian Academy. The contest runner-up was Jeff Hooper, 40, of Rochester, who received airline tickets as part of his prize package. The Touch-A-Thon, presented by ESL, raised $30,000 to fund kidney disease prevention and kidney transplant awareness programs in upstate New York.

The Subaru was donated by Van Bortel Subaru. Auction for Arc accepting bids The second a annual CBS Radio Auction for the Arc, a benefit event, is now accepting bids. Kenneth Lavalle. But most of the money has gone for bigger projects. The state's five Centers of Excellence, high-tech ventures involving universities and businesses that were created by Pataki in 2001, have received $529 million.

Business-related projects ranked second with $380 million, while colleges and universities have received $221 million. A little more than a year ago, the committee had raised only about $5,000. "We have new committee members," said Allkofer about the progress made. A week ago, fliers about the dog parks were made available at a Lollypop Farm telethon at Eastview Mall.

"We got almost 100 e-mails," said Abby Baisley, 32, of Greece, who hopes that such grassroots efforts, including a table at the upcoming Lilac Festival, will translate into more donations. Baisley has been active with the local Dog Park Committee ever since she took a car trip to the South last fall and found that dog parks are a useful way for her pet pug, Daisy Mae, to get needed exercise. The impetus for the dog parks here was a new ordinance, approved by the County Legislature in 2002, that gives the parks director authority to issue small fines for unleashed dogs in county parks. Previously, an owner of an unleashed dog in any of the 21 county parks faced bigger penalties, even jail. Supporters of the and four introductory classes at Rock Ventures.

In some cases it might be warranted, but our very basic recommendation is to let people know what it is." Pataki spokesman Michael Marr concurred. "We agree on the need for openness," he said, pointing out that Pataki has proposed that in- Breakdown Here is how much received through program, the counties' much the Allocation 1.9 million 1.23 million 74.85 million 28.15 million 388,000 1.1 million 3.47 million 150,000 730,000 Center for money area counties the borrowing populations and counties have received Population Per-capita 60,370 64,328 735,343 100,224 44,171 33,342 19,224 93,765 43,424 Governmental Research To learn more Details of the report and a list of nearly 200 local projects: www.cgr.org. formation about these projects be posted on the Internet. He also added that most of the money Pataki has allocated has been for big projects, which have been widely publicized. But there was less support for more openness in the Legislature.

A spokesman for the Senate said he would have no comment on the report, and an Assembly spokesman didn't respond immediately to calls for comment. Comptroller Alan Hevesi refused to comment. Rosenberg said the borrowing for such projects has driven state debt, now about $48 billion, to "dangerous levels" and the money is unevenly distributed around the state. For example, while Albany County has gotten new civil fine law felt that the sanctions on the books were too severe and resulted in lax enforcement and low compliance. But with the cutbacks in parks staff, Allkofer said he can't assign staff to be on the lookout for unleashed dogs.

Nor has he issued any fines. Typically, dogs play unleashed, but word spreads quickly and leashes go on as soon as a deputy is spotted. "You will tell everyone you see the deputies are coming down," said Lisa West, who regularly takes her dog to Ellison Park and has also served as head of the Dog Park Committee. But while Allkofer has not been flooded with complaints about unleashed dogs, he does receive complaints, about 30 to 40 a year. That happened on Thursday, when Vincent Furia called Allkofer, after first calling 911.

A week earlier, Furia and his two daughters, Deanna, 9, and Danielle, 12, were taking a walk in Ellison Park. Three unleashed dogs ran up to them and, while not hurting Deanna, pinned her against the small bridge, soiling her new pullover sweatshirt. "She was scared and crying," said Furia, 41, of Rochester. One lawmaker defended the system.

While the system does seem secretive, it actually works well to assure that money is equitably distributed around the state, said Sen. Mary Lou Rath, R-Amherst, Erie County. The report points to one grant obtained by Rath as an example of a potential problem: $300,000 for 10 new hangars for a private airport run by a group called Christian Airmen in Akron. Rath per said the hangars were needed because of an increase in private-plane traffic to the area, which is near 32 the Genesee County line. 19 "The economic develop102 ment surrounding that air281 port has been amazing," she 9 said, especially at the Pem33 broke Industrial Park just 178 across the Genesee County 2 line.

She said it is important for corporate leaders and 17 site selectors to be able to fly into the region and have a place to leave their planes. Rosenberg said the money may have been wisely spent, but there was no reason not to disclose where it was going. But Rath said that would lead to problems. "I would welcome more transparency in this process," she said. "But then we would be played off by one community against another.

I don't want to be used as a political football." She said, for example, that when she obtained some taxpayer money to help demolish some industrial buildings in Erie County's town of Tonawanda, officials in neighboring Amherst heard about it and "went nuts," since she hadn't done anything similar for them. "In the end, we have to trust the elected representatives, who are on the ground," to decide which projects to fund, Rath said. What's at stake Quality of life. Dog owners could let their dogs roam and exercise unleashed without fear of a fine, and without disturbing other park-goers. owners offered to clean Deanna's sweatshirt, Furia said that another of the owners told him he should have his children on a leash.

Furia called 911, when he got home, and eventually ended up talking to Allkofer. Such incidents, said Allkofer, only underscore the need for dog parks. "People could take their dogs off-leash in a confined area," Allkofer said. a Death Notices Within Monroe County INDICATES THE FIRST APPEARANCE OF A PAID NOTICE IN THIS NEWSPAPER.
