TUESDAY, JUNE 17, 2003 DEMOCRAT AND CHRONICLE Skeptics greet Pataki's plan for reforms Legislators fail to compromise on issues from rent control to drug laws. ALBANY BUREAU public reporting of lobbying for ALBANY Scant on details and late on arrival, Gov. George Pataki's government-reform plan received a skeptical reception Monday from legislators and watchdog groups. And with the clock ticking toward the scheduled end of the legislative session Thursday, compromises on other major issues from rent control to drug-law reform eluded lawmakers. They were to pass a bill Monday extending for one day rentcontrol laws covering 1 million units, including 50,000 in Westchester and Rockland counties, while negotiators continued working on a larger agreement.

Pataki and legislative leaders met for almost an hour to try to resolve several issues but didn't announce any agreements. The governor announced Sunday, just four days before the Legislature breaks for the summer, that he wanted to beef up lobbying laws and create a new, independent ethics office. Pataki said his plan was not a reaction to reports that one of his former top aides, Michael McKeon, received a lucrative contract for work for the Long Island Power Authority, a quasipublic agency that Pataki controls. McKeon also faces questions about whether he pressured officials at the Thruway Authority over a contract. "We've been working on this, parts of it for months and parts of it for years," the governor said.

"I think it's important that we look at this across the board as to how we can take actions that are going to make people confident that this is a great government and a great state." At issue is whether political allies and contributors receive favorable treatment from state agencies and authorities that award hundreds of millions of dollars in state contracts. Government watchdog groups say the state needs to require ERIKA ROSENBERG and YANCEY ROY state contracts so people can better monitor how decisions are made. Democrats said Pataki was reacting to calls for reform from the Assembly, which has looked into lobbying involving the Metropolitan Transportation Authority, which oversees mass transit downstate, and Destiny USA, a proposed mega-mall in Syracuse. "I believe he has chosen to get in front of the train instead of getting dragged behind on the track," said Assembly Speaker Sheldon Silver, D-Manhattan. Senate Majority Leader Joseph Bruno, R-Brunswick, Rensselaer County, said lawmakers might want to hold public hearings before passing ethics reform, which would delay approval past the end of this session.

"We just got it," Bruno said of Pataki's plan. "We may do some parts, but it's pretty broad." Pataki's plan includes an executive order, which does not need the Legislature's approval, that state agencies and authorities require bidders on public contracts to disclose the names of lobbyists to the agency awarding the contract. Then agencies would have to keep a record of all contacts with lobbyists. But there is no provision to also force disclosure to the state Lobbying Commission, which compiles data on lobby spending. The order also fails to spell out penalties for bidders that don't comply.

The rest of Pataki's plan, included in a bill he said he was finalizing Monday, would include independent commissions to police the Legislature's ethics and investigate judicial corruption. The timing of Sunday's announcement wasn't lost on watchdog groups. "It sounds like a red herring," said Amy Allaud of the state League of Women Voters. "They've not approached this as if they wish to solicit support," said Blair Horner of the New York Public Interest Research Group, which has been in calling for public reporting of lobbying for state contracts. Ex-CNN reporter will talk at Temple Beth El STAFF REPORTS Former CNN and Israel Television correspondent Linda Scherzer will speak at the Jewish Community Federation's annual meeting Wednesday.

Her talk, "Prepared for Peace? The Road Ahead for Israel and the Palestinians," is free and open to the public. It will be held at Temple Beth El, 139 Winton Road South, at 7:30 p.m. As CNN's correspondent in Jerusalem from 1988 through 1993, Scherzer covered the first Persian Gulf War and the Middle East peace process. She has also produced a one-hour documentary called, Through the Eyes of Enemies: Is the Middle East Ready for Peace? Also at the meeting, the Harold Hecker Lifetime Achievement Award will be presented to Elliott Landsman and Young Leadership and Elmer Louis awards will be handed out. According to the federation's Web site, Landsman has supported the federation, the Jewish Community Center, Israel Bonds and Temple Beth El, along with working on behalf of the community.

Among many other honors, he has received the Distinguished Volunteer Service Award from United Way, the Martin Luther King Award for Outstanding Leadership and Community Service and the Rochester City School District Tribute Award. Assembly Democrats press for MTA reform ALBANY BUREAU CHIEF JAY GALLAGHER ALBANY The operation of the Metropolitan Transportation Authority needs to be overhauled to restore the faith of the public, Democratic lawmakers and consumer groups said Monday. "It would be a tragedy if the Legislature ended the session without enacting reforms," said Gene Russianoff of the Straphangers' Campaign, a riders-advocacy group. The MTA, which runs bridges and tunnels as well as bus, subway and train service in the New York City metropolitan area as far north as Dutchess County, has been under fire since it voted to raise fares earlier this year.
