Mains to fill principalships left vacant by an unprecedented spate of retirements. Twenty-one of the district's 53 schools will have different principals when the school year starts in September. Mains, who said he has served on City Council for 16 years and at Greece Arcadia High School for 32 years as a teacher, counselor and administrator, will assume the acting principalship at School 50. Cheryl Moss will take over at School 57; Barbara A.

Hasler at Douglass Middle School; and Karon Jackson at School 4, as acting principal. The newly named principals will earn salaries ranging from $85,000 to $92,444. Mains said his appointment did not necessarily mean he would be leaving City Council, but he didn't know yet whether he would be able to juggle both jobs. "Nothing will come before my commitment to School 50, its children, its parents and its staff. This is my career," he said.

Serving on City Council "has been an honor, but tonight I am humbled to step into the role of principal at School 50" a position he characterized as a "far more important service to the community." Mains said that he did not know whether he would have to give up his role as chairman of the council's Economic Development and Government Efficiency Committee, which is involved in the approval of the City School District's budget. But, he said, he did seek a legal opinion before applying for the principalship in February, to ensure that he could continue serving as councilman. In one case, one woman married three immigrant men.

Suffolk County District Attorney Thomas Spota, who conducted the investigation with the Immigration and Naturalization Service, said a warrant has been issued for the arrest of retired Suffolk County Judge Lawrence Goldstein, who allegedly married the participants. Arrested were Sheri Rudd, 36, Adam Cooper, 25, and William Baptiste, 63, all of Brooklyn, on charges of conducting a commercial enterprise to commit marriage fraud. The three allegedly set up U.S. women, and in some cases men, with immigrant men who would pay them thousands of dollars to get married. Authorities said the brides would split the profits with the suspects.

Two other people, Ebony Cunningham, 22, of Brooklyn and Gordon Canhigh, 29, of Granada, were arrested in July in connection with the alleged operation. They were charged with offering a false instrument filing after they filled out paperwork for a marriage license at Islip Town Hall, authorities said. Islip Town Clerk Joan Johnson discovered the scam after a staffer noticed that Cunningham had applied for a license twice in one month. Kenya Dinkins of Brooklyn is accused of marrying three immigrant men. Spota said more arrests were expected.

When confronted with such questions, he said, he counters by presenting a "laundry list" of Janey's accomplishments, including reducing class size and cooperating with the teachers' union. Giuffrida said: "I well appreciate the burdens and the challenges of being a superintendent. It's tough. Afterward, Rivera was officially sworn in as interim superintendent. In his parting words, Janey made no apologies for the financial mess that has plagued the district since last winter. Contrary to the public's perception that he might be crumbling under pressure from other public officials and the media, he said, if anything, it was the "pressure I put on myself" that weighed on him. "If there's anything I have left as a legacy, it's this notion of being principled about what you do," he said, "and not altering your direction because the wind is blowing in from the lake, and coming from a direction you didn't expect, because the kids are always looking at you. DIGEST Jewish campaign gets $4.47 million The Jewish Community Federation of Greater Rochester received $4.47 million in its 2002 fundraising campaign. The amount is a record for the organization, which supports local human service agencies as well as humanitarian efforts in Israel and other parts of the world. The campaign concluded on June 30. In addition, a separate Israel Emergency Campaign, which is ongoing, has raised $1.56 million. The emergency campaign began in April, as a response to the turmoil in Israel created by terrorist attacks in that country.

Clifford B. Janey Outgoing superintendent is showered with praise by students, teachers, staff. tion on a number of retirements including that of former Chief Financial Officer Louis N. Kash, whose retirement becomes effective Aug. 31.

Kash left the district in December, just as news about the district's financial crisis was breaking. He remained on the payroll by cashing in all his remaining vacation, sick and personal time benefits available to him under a policy called Article IV, which he helped to write. Despite such controversies, which have swirled around the district for the past eight months, the mood on Thursday night was sentimental, not bitter. The meeting was preceded by an hour of testimonials to outgoing Superintendent Clifford B. Janey.
