City Poor to Delay Cathedral Completion Around NEW YORK (UPI) The Episcopal church will halt all major construction on the Cathedral of St. John the Divine the world's largest Gothic cathedral and an unfinished New York City landmark since the turn of the century to -concentrate its funds on helping the city's poor.

The decision was announced yesterday by Rt. Rev. Horace W. B. Donegan at a special celebration in the soaring stone edifice on the fringes of Harlem to mark his 20th year as bishop of the Diocese of New York.

"So long as I am bishop," he declared, "the urban crisis will take priority over building projects." Completion of the cathedral will be deferred, he said, until "the despair and anguish of our disadvantaged people has been relieved." The bishop's announcement came less than a year after the church's board of trustees voted to save time and money by completing the cathedral with a dome of multicolored glass rather than with the Gothic tower originally envisioned. Although no cost was disclosed, cost of completing the massive structure has been estimated at a minimum of $12 million and possibley as high as $25 million. Sometimes affectionately called "St. John's the Unfinished," the cathedral is only two-thirds completed. As conceived by its architects, the completed cathedral would have had a 500-foot tall Gothic tower rising over the crossing where two sections of the cathedral intersect in the shape of a cross.

But the new plan, approved Nov. 22, 1966, called for a 350-f oot-high dome which would require no supporting columns because of its lighter weight. A cathedral spokesman said yesterday that a north and south trancept and some towers still are under construction. Building will continue under endowments and gifts made specifically for completion of the cathedral, he said, but all unrestricted funds will be channeled into social action programs.
