Brouse, special agent-in-charge of the FBI in Western New York, refused yesterday to discuss details of the investigation. He had stated Tuesday that "some progress" was being made in the investigation of the Rochester bombings and the dynamite theft.

Investigators seemed yesterday to be leaning toward a theory that two or three of Monday morning's bombings were "diversions" to confuse police. They indicated no link had been established between the two public buildings that were bombed and the churches and the private home. County Manager Gordon A. Howe said he suspects the courts system was the target. He pointed out that, prior to the opening of the Hall of Justice in 1964, the County Office Building was known as the County Court House and contained county and state court facilities.

"Some people still call it the Court House," Howe said. The Federal Building houses the U.S. District Court, along with several other federal offices. Meanwhile, telephoned bomb threats yesterday forced evacuation of at least five downtown buildings. The 12 schools in the Rush-Henrietta District were closed for the second day in a row because of such threats.

The Churchville elementary school was evacuated about 8:30 a.m. because of a bomb scare call. Pupils were returned to classes about 11:30 a.m. Start of classes at junior and senior high schools in Spencerport were delayed an hour yesterday morning because of a bomb call received by Ogden Police. The downtown buildings evacuated until bomb searches were made were the Main Post Office, 216 Cumberland Flagship-Rochester hotel, 70 State Federal Building, Church and Fitzhugh streets; Young Women's, Christian Association, 175 Clinton Ave.
