"Sometimes we get people that just wake up one morning and say, 'Oh yeah, the government owes me Amounts vary widely.

Last year one taxpayer picked up a check for $12,000, while another received just $1. Ruffino said that last year, of approximately 1,200 returned checks, 40 percent to 50 percent were claimed. Unbeknownst to most people, for security reasons most post offices will not forward government checks, even if a forwarding address has been filed with the post office. Taxpayers must fill out Form 8822, a change of address, directly with the IRS. It is available by calling (800) 829-3676. Other than security, one main reason checks don't get to your mailbox is that numbers have been transposed. If, for example, a 42 becomes a 24, delivery becomes impossible.

The easiest way to avoid a lengthy delay is to choose the direct deposit option on your return, Ruffino said. Last year nearly 30 million taxpayers elected to use direct deposit to place the money into their bank accounts. "Direct deposit and a change of address with the IRS" is the way to go, says Ruffino. In order to assist taxpayers, the IRS cross-references the Social Security number on returns. So if you moved in 1999 but filed in 2000 with a different address, but the same Social Security number, a separate check will be mailed to the new address.

If you think the IRS owes you money, call their toll-free assistance line at (800) 829- 1040. 0 ated in memory of teacher Craig Owens, who died of AIDS complications in 1990. 0 Death Notices Within Monroe County INDICATES THE FIRST APPEARANCE OF A PAID NOTICE IN THIS NEWSPAPER.
