Rochester to continue prekindergarten in fall The Rochester school board voted last night to spend $2.6 million to continue a prekindergarten program that the state started last year. The district cut the program from its 1999-2000 budget because Gov. George Pataki had threatened to cut state funding.

However, it now appears that the Legislature will provide some funding, said John O'Sullivan, Rochester's deputy superintendent. In the meantime, the district will pay for the program with money from its contingency fund. The state Legislature approved, the universal prekindergarten program in 1997 with the goal of providing tuition-free schooling to all 4- year-olds by 2001-02. Rochester's program served about 560 children in 1998-99 and was supposed to expand to 1,500 in 1999-2000. That will not be possible without additional state money, officials said.

"A thousand kids will be without educational services due to the delay in the budget," board President Bolgen Vargas said.
