DemocratandChronicle.com DEMOCRAT AND CHRONICLE Office being formed to eliminate wasteful spending JOSEPH SPECTOR ALBANY BUREAU ALBANY Gov. David Paterson is forming an Office of Taxpayer Accountability within the executive branch to tackle ways to cut state spending. Paterson is expected to announce the office's creation as a way to lower the cost of state government and find ways agencies can share services and eliminate wasteful spending. The office will be made up of officials from various state agencies and the executive branch. It will be led by Valerie Gray, the first deputy secretary to the governor.

"The Office of Taxpayer Accountability will be a watchdog on behalf of taxpayers to hold state government accountable for how every tax dollar is spent," Paterson said in a statement. "At a time when resources are limited, this group will be dedicated every day of the year to ensuring that the state is stretching each dollar as far as we can." The Democratic governor, whose popularity is at record lows, has been criticized for adopting a state budget in April that raises state spending and adds about $8 billion in new taxes and fees. Paterson has countered that the budget increased spending by less than one percent and made record cuts. Most of the increase in spending is through use of federal stimulus money, he has argued. The new office, aides said, will try to find waste, fraud and abuse within state government and adopt stricter purchasing guidelines for agencies to follow.

Mrs. Streb was born on August 5, 1924 in Rochester, NY and was the daughter of the late Charles and Caroline Meier Laurer. Rosemary graduated from Brockport University in Rochester, with a degree in Education. She retired after teaching for 25 years for both Rochester and Long Island School systems.

Rosemary was a dedicated volunteer for many organizations and was also a gifted quilter. On June 29, 1958, she married Richard W. Streb who preceded her in death in November of 2007. Rosemary is survived by her daughter, Rosanna McMillan and her husband James, of Lexington, VA; and two grandchildren, Courtney and James McMillan. A memorial service will be held at the Meredith Chapel of Sunnyside Presbyterian Nursing Home, with the Revs.

Jim was born in Bridgeport, CT on May 1, 1971 and subsequently resided in Kenmore and Fairport, New York, prior to moving with his family to Rexford. While in Fairport he graduated from St. John of Rochester school and attended Bishop Kearney High School. James graduated from Shenendehowa High School, class of 1989 and was also a 1994 graduate of Siena College with a bachelor's degree in Marketing Management. Jim is survived by his parents, John and Mary Stack O'Connell of Rexford, his sister and brother-in-law, Bridget and Russell Norsworthy of Rochester and nephews, Kyle and Jacob Norsworthy.

In 1973 he joined Pepsi Co. from 1973-78, at which time he opened his own establishment, (Quinlan's Sports Bar) followed by Harley David Son, and Flatlander's, until his retirement in 2006. Among his hobbies were collecting fine wines, golf and motorcycles.
