Next come budget flights; you tell the airline what week you'd like to fly and they get back to you with a specific departure date. Airlines usually offer cheap introductory fares on new routes such as Northwest's proposed new Minne-apolis-to-London flight but the price break rarely lasts more than' a month. There are sometimes low fares on scheduled flights that are rarely filled, such as TWA's flight from New York to Frankfurt. Most vacation travelers, however, use the excursion fares APEX or Super APEX requiring purchase in advance and Charter flights the usual lifeline for refugees from high air fares have lost much of their allure. The regularly scheduled airlines now offer budget fares and buy-in-advance vacation fares that just about match the charter price, according to Bob Davis, associate editor of Travel Weekly.

Jens Jurgen.of the Travel Information Bureau, told my associate, Dedra Hauser. that "with oil prices a wild card and the possible recession, I'd say there's at least a 30 percent risk of cancellation on a charter." The least risky charters, he says, are those offered by long-established companies; those booked on flights that originate abroad (because foreigners flying to the United States don't have the option of cheap fares on their own scheduled airlines); and charters to areas of special ethnic interest for example Israel. Some charter companies are forming their own airlines, but Jurgen jane biyant quinn For March April, the limit is 2.5 percent. This spring. In a survey on the outlook for 1980 vacation travel, several people didn't want to be quoted on fares for few of being obsolete by the time this column was published. In many cases you can nail down today's prices by buying now for a flight this summer. But some airlines reserve the right to add fuel surcharges or otherwise increase the fares, even for tickets paid in ad vance.

Under the law, the Civil Aeronau tics Board sets a standard industry level for U.S. fares at least once every six months. But fuel and labor costs are going up so rapidly that the CAB now recomputes fares every two months. And most airlines take the allowed increase. Effective Jan.

Bourke, who had been executive vice president in charge of North American automotive operations, will retire in May, the company said.
