A new obstacle in the basic agreement between major league baseball players and club owners was described yesterday by veteran negotiator Marvin Miller, executive director of the players' association.

Miller, after meeting with the St. Louis Cardinals in St. Petersburg, said the owners are proposing to restrict the length of contracts for major league players with fewer than five years' service. Under terms of the proposal, Miller said, the contracts for players through their first four seasons would be restricted to one year. Miller described the proposal as one that is the athletes" and would "turn back the clock." Miller also reiterated previous claims that major league owners would find it to their advantage to start the 1980 campaign without a new agreement.

"Under the law, they can declare an impasse and say they've been negotiating in good faith, which would terminate their con tract with us." he said. The owners were accused bv Miller of trying "to force a strike." During a meeting with Cardinals players. Miller received a 40-0 vote to back possible strike action. Player representatives of the 26 clubs are to meet April 1 in Dallas to determine whether the strike ill be called. The Cards are the 17th of 18 clubs training in Florida which have authorized a strike action.

It's a smaller, eight-team league, and play will begin May 9. according to Rochester Zeniths' General Manager Andy Yazwinski, who attended a league meeting in Pittsburgh last week. "Having four less teams cuts down on our travel," Yazwinski said. "We'll only be required to make one trip bv plane, which will help reduce expenses considerably." With a lower budget, Yazwinski foresees the possibility of increased compensation to the players, who were paid $1 last season.

Some reportedly have said they couldn't play for that again in 1980. "I've told Mike DeCillis (team manager) I will do everything possible to get the players some remunera-tion." Yazwinski said yesterday. "If the budget allows. it. we Zeniths' owner Dick Hill said he lost $8,000 to $9,000 on the club that advanced to the APSPL championship series last year.
