Digitals sales of powerful business computers largely running on its own Alpha chips are threatened by encroachments by new machines based on Intel's chips. Analysts weren't surprised by Intel's legal counterpunch, given the company's reputation as the high-tech industry's most aggressive litigator. Typically, PC makers have avoided publicly criticizing Intel out of concern that Intel could withhold key products or advance information about technology directions. "I would imagine that Digital lawyers would have talked through the consequences of what they were doing when they filed that lawsuit against Intel," said Rajiv Chaudhri, an industry analyst at Goldman Sachs Co.

"So far, what Intel has done is exactly what you'd think they would do." Intel, based in Santa Clara, has yet to unleash its full response to Digital. Its lawsuit, filed late Tuesday in U.S. District Court in San Jose, does not address Digital's patent infringement charges filed May 13 in federal court in Worcester, Mass. Rather, Intel is demanding the return of documents Intel gave to Digital detailing the design specifications of future microprocessors, information typically used by computer makers to plan new machines. "When you have someone questioning your stance in terms of whether or not you're doing the proper thing, then it's probably not the place where you want to put your confidential engineering," said Howard High, an Intel spokesman.

Most ominous for Digital, Intel questioned its future supply contracts for chips with Intel. High said that Intel would maintain its existing contracts to supply chips until the end of September. After that, "we will see what makes sense to the companies." Digital's stock fell $1.25 per share, to close at $36 yesterday. But Russia has a population of 150 million, and it's a promising market, too, said Donald Franz, editor of the Photofinishing News Letter. "It's growing at a very rapid rate" from 20 percent to 40 percent annually, Franz said of the film market there. Total film sales in Russia probably range from 50 million to 60 million rolls a year, he said. Kodak and Fuji control about 85 percent of the market, with Kodak probably enjoying a slight edge in market share, Franz said. Russia's potential is what makes Kodak so bullish.

In Japan and the United States, the world's most developed economies, there are 142 million households, each of them using an average of 7.2 rolls of consumer film per year, the company said at its annual meeting earlier this month. But in China, Russia and India, where a total of 582 million households exist, film use averages only 0.4 rolls per year. By using just one more roll of film per year, these households would boost worldwide film use by 582 million rolls annually. World consumption of consumer film totals 2.5 billion rolls. Kodak signs up for Olympics ads STAFF REPORTS Eastman Kodak said yesterday it had signed national and local advertising deals with CBS, the U.S.

broadcast network for the 1998 Winter Olympic Games, set for Nagano, Japan. Kodak's sponsorship of the Winter Games is an important piece of the company's strategy to boost its share of the Japanese consumer film and photofinishing market. With its advertising, Kodak expects to have 200 U.S. consumers see its ads and says it figures to make 1 billion "impressions" during the Games. An impression is made each time an ad is viewed.

GM will create jobs BLOOMBERG NEWS OKLAHOMA CITY General Motors Corp. agreed to create 280 jobs now and possibly 45 others later as part of last weekend's settlement with striking workers at an Oklahoma City car plant, United Auto Workers officials said. About 3,500 workers returned this week after the tentative agreement was reached Sunday. Workers will start voting tomorrow. 4B April 16.

Saddockdies; 1988 to 1992 is mourning the death of retired chairman and chief executive Harry G. Saddock, who died Sunday in his Irondequoit home at age 68. Saddock retired from the compa ny in 1992 after being diagnosed with Parkinson's disease, but he remained on the board of directors until 1995. He was named chairman and CEO of Rochester Gas Mr. Saddock and Electric Corp.

in 1988. During his 41 years with the company, Saddock gained a reputation as an approachable manager who dealt promptly with employees' concerns. "We have lost a friend and an inspiration," said Roger W. Kober, Saddock's successor and current chairman and chief executive. "Harry had a commanding knowledge of all aspects of the utility business and an ability to implement that knowledge quickly and effectively.

At the same time, he was never too busy to stop what he was doing and talk with an employee or a customer." Mr. Saddock, a Rochester native, is credited with guiding through a difficult financial period following the construction of the Nine Mile Point Two nuclear plant, which cost billions more than budgeted. State regulators ordered the company to take a $262 million write-off in 1987 for the cost overruns. In addition to his wife, Barbara, Saddock is survived by two sons, Harry of South Windsor, and David of Sunnyvale, Texas; a daughter, Suellen Inwood of Fairfield, and nine grandchildren. A memorial service will be held at 11 a.m.

Sheffer, defending DEC's study of Guardian's impact on air quality, said the company would be held to 9.2 pounds of nitrogen oxide for each ton of glass made the highest established standards in the United States, he said. Prior to that, Reichert was a Democrat. Doyle said the hiring was made on merit. "We felt we could take advantage of his skills," he said. County Legislature Democratic Minority Leader Kevin Murray complained that Reichert's new job will pad his pension benefits. Reichert is vested in the New York State Employees Retirement System because of his 12 years as a town justice.

His pension, however, is based on the last three years of his public employment. Reichert made about $26,000 as a justice. The county job pays about $41,500, said Doyle spokesman John Riley. Riley said Reichert wasn't hired to pad his pension. "We don't look at someone's status in the pension fund," he said.
