MAZDA TRUCKS sz 5690 COLONIAL OLDS-CAD1LLAC-MAZDA 349 M. 4th Indiana 349-5600 MOSCOW (AP) Soviet newspapers today blamed the breakup of an oil tanker last week in a Lituanian port on the captain's refusal to heed an official warning to head for high seas during a gale. Echoing an earlier report by the Soviet news agency Tass, the newspapers Kom- somolskaya Pravada, the voice of the Communist Youth Organization, and Trud, the trade union newspaper, said Capt. A. Troyans refused an order by port authorities to leave the Baltic port ahead of the storm.

The Gibraltar-registered tanker, the "Globe Asimi," broke in half Nov. 21 as it finally headed out to sea from Klaipeda, the newspapers said. Within hours it had spilled its cargo of about 4.9 million gallons of boiler oil into the port while a rescue team took the 23-crew members and Soviet navigator from the sinking tanker, the newspapers said. They claimed port authorities had warned the captain the night before that the ship should head out to sea because the storm was approaching. The papers said the captain refused because some of his crew, including the first and second mechanics, were still ashore.

The papers said the captain finally headed for the open sea, with some crew members still on shore, when the storm hit. As the ship reached the harbor entrance, the winds had reached 67.5 mph and drove the ship against a concrete and steel breakwater where it broke apart. The newspapers said half the spill, which covered the harbor, nearby beaches and the seashore, had now been cleaned up. 4 I Santa Glaus and Punxs'y Phil will be on hand to pass out treats for the children and the program will also consist of a brief service, Christmas caroling and refreshments.
