POB 385, Canandaigua METRO BRIEFING City, Sisters of Mercy to meet about shelter The Sisters of Mercy met with an attorney yesterday and have scheduled a meeting Thursday with city and county officials on issues facing the House of Mercy, a spokeswoman for the order of Cath olic nuns said yesterday. Tammy Bohannon, the spokes woman, declined to release details of discussions.

City officials have told the sisters that their facility at 725 Hudson Ave. is in violation of the law. The center, operated by Sister Grace Miller, is approved as an office and drop-in center but has been illegally housing homeless people overnight, city officials have said. Both city and county officials conducted a surprise inspection of the facility last week after the county's Department of Social Services reported clients listing the facility as their permanent address. A representative of the county also is expected to attend the meeting.

Stutson bridge to close for five-hour repair job The Stutson Street bridge over the Genesee River is scheduled to be closed Sunday for a five-hour stretch beginning at 8 a.m. The closing is needed so Monroe County crews can perform maintenance work.

The bridge should reopen about 1 p.m. Should bad weather occur, the work may be rescheduled, the county said. Asthma center getting $75,000 from golf event More than $75,000 was raised for Genesee Hospital's Mary M. Parkes Asthma Center during the third annual Corporate Associates Golf Tournament Aug. 5 at Blue Heron Hills Country Club.

The amount is $25,000 more than last year's total. The tourna ment is sponsored by several loca! companies, but more than 100 busi nesses contributed prizes. Proceeds will be used for asthma education for health professionals patients and families, said Maureen Prince, clinical nurse coordinator for the Asthma Center. "If the New York Assembly passes this law, New York doctors could be sent to jail for acting to protect a woman's health in a situation just like the one I faced," said Maureen Britell, 30, of Sandwich, Mass. Britell, a mother of two, had a pregnancy terminated in February 1994 after she discovered that the baby had no brain, and complications arose during delivery that threatened her ability to have other children. "This law, if enacted, would allow no provision to save the health of a woman like Maureen Britell," said JoAnn Smith, executive director of Family Planning Advocates of New York The bill in question passed the Votes FROM PAGE IB The electors reveled in their small but essential role in the tightly scripted, pomp-filled ceremony. "That you're part of the constitutional process is very rewarding," Fink, one of only about 1,500 New York electors to ever actually vote for a president.

"It doesn't lose its sense of momentum I would rank it very high in my political (career)." Fink, 62, was a national convention delegate in 1968, a floor leader at the 1976 national convention, secretary of the state party from 1977-91 and a state committee member for about 20 years. He admitted not everyone he knew was overly excited about his honor. When he visited his son in Los Angeles last week, "he was much more interested in the Cha gall exhibit than my being an elector," Fink said. Electors were chosen by Democ ratic leaders, and most came from New York City. Monroe County Elections Commissioner Betsy Relin was originally chosen by the party hierarchy in September to represent the Rochester area if Clinton won.

But later she found out that her job was a conflict of interest for serving in the College of Electors. "It broke my heart," said Relin. Instead of voting, Relin took photographs of Fink as he marched in the procession and cast his paper ballot. Relin even brought along a gavel from former state Democratic chairman Laurence Kirwan of Monroe County that was later presented to Assembly Speaker Sheldon Silver, D-Manhattan, who presided over the meeting. Other Democratic leaders included Comptroller H.

Carl McCall and state party chairwoman Judith' Hope. The electors were treated to a lunch of grilled shrimp and steak, received a plaque from Pataki and a plate from Silver. Pataki told the electors he was a little jealous, that he wanted to be an elector. "But I only lost by 29 percent," said Pataki, a Bob Dole supporter, referring to the Dole vote deficit. Clinton received 58 percent of the state vote, Dole 30 percent and Ross Perot 8 percent.

Nationally, Clinton was expected to receive 379 electoral votes, Dole 159 and Perot zero. All the states, save for Maine and Nebraska, have a winner-take-all policy for electoral votes and each state is allotted as many votes as it has congressmen and senators. Critics say the system gives small population states too much influence and that it hurts third-party candidates. In a light moment, one of the electors. Assembly Herman Farrell, D-Manhattan, accidentally submitted his selection for Vice President Al Gore when he was supposed to be voting for Clinton.

After a few laughs about electors supposedly being chosen for their wisdom, a col league exchanged Farrell's ballot for him. Republican Secretary of State Alexander Treadwell, whose office organized the event, reminded dele gates that New York missed the first electoral college in 1788 because po litical bickering about the vote last ed into July 1789 a note which brought more laughter from politi cians who settled the 1996-97 bud get more than three months late this year. Fink, like most everyone, got to play a small part in the ceremony. He seconded a motion authorizing the filing of the votes. "How's that for important?" he joked.
