The men were arrested after they crashed one of the stolen vehicles during a police chase through northeast Rochester. Anthony J.

Nesmith, 19, of 178 Mohawk St. was arrested and charged with two counts of first-degree armed robbery, third-degree grand larceny and fourth-degree grand larceny. The names of the youths were not released. Police said the "frenzy" of thefts began Monday when the group tied up Nesmith 's landlord and took his car. The same day, they traveled to Palmyra, Wayne County, where they tied up a couple and took their minivan.

The next day, the group entered a vehicle stopped at a red light on Main Street in Rochester. Three armed men got into the car with the driver, police said. The driver of the car wove through traffic to "scare" his assailants, police said. He was then ordered to stop and get out of the car. Later that night, Officer Michael Yodice spotted the stolen car on Norton Street.

Police followed the vehicle until it crashed in front of 999 E. Ridge Road. About 1 a.m. the landlord's car was found on Upper Falls Boulevard after a report of a bomb in an abandoned vehicle. Neighbors were evacuated, and the bomb squad responded, but the bomb turned out to be a bag of trash.

City notes unmet goals in anti-violence campaign The city released a follow-up study yesterday showing that Roch-, ester met 39 of the 49 goals highlighted in the 1992 Will to Reduce Violence report. But Mayor William A. Johnson Jr. and Van White, the mayor's special counsel on crime and vio-lence initiatives, said there is still a way to go. "Do we rest on our laurels and say a job well done or do we monitor 39 and keep advocating for the remaining ten?" White asked.

In 1992, former Mayor Thomas P. Ryan Jr. and City Council members convened an anti-violence task force. Four years later, White found that some areas still need to be addressed. New York Gov. George Pataki and New Jersey Gov. Christine Todd Whitman announced yester day their states will each put $10 million toward the $55 million pur chase. Under the governors' plan. the federal government will contrib ute $17.5 million and the rest will come from private donors.

Pataki said a memorandum of understanding was being signed yesterday by the Sterling Forest Corp. of Tuxedo, N.Y., owners of the tract about 35 miles northwest of New York City. It might take as long as two years to close the deal. The purchase of the 15,750 acres was negotiated by two nonprofit conservation groups, the Trust for Public Land and the Open Space Institute. Another 2,220 acres in the forest, or about 10 percent of the total parcel, will still be held by the Ster ling Forest Corp.

Whitman said the forest collects and filters about 18 percent of the water flowing into her state Wana que-Monkville reservoir system, which supplies water to 86 cities and towns in north Jersey. So New Jersey is contributing to the purchase to protect that watershed. Meanwhile, Pataki said the property, once it is turned over to the government, will either become part of the New York state park system or more likely be administered by the Palisades Interstate Park Commission. Pataki said House Speaker Newt Gingrich has assured both states that the $17.5 million would be made available. Marianne Bell and Jesse De-shane, both 19 and from St. Lawrence County, clung to tree branches along the Saranac River for nearly 15 minutes before police and firefighters pulled them from the rushing water. Bell, of Lisbon, and Deshane, of Canton, are both students at the State University College at Plattsburgh. They capsized in their blowup raft when they ran into a tree extending from shore.

Both were wearing one-piece swimsuits and had to cling to the tree branches in the river while waiting for help to arrive. Asah Moore, a student from Gloversville, Fulton County, was floating in an inner tube behind the pair when they capsized and ran to the nearby SUNY Plattsburgh campus security building for help. Deshane was rescued first, and then Bell, who shouted that she couldn't hang on any longer. A few more seconds and she may have been swept downstream, firefighters said. All three were taken to a Plattsburgh hospital and treated for exposure.
