The budget vote was 323-272. The proposed 1995-96 budget is 3.2 percent larger than the current budget, school officials said. The tax levy will be about 5.8 percent larger than the current levy, they added.

Voters also elected two school board members to three-year terms. Both incumbents ran unopposed. They are: Paul Luderman of 1207 Maxom Road, with 489 votes; and Daniel Norcross of 14 Laurel Drive, with 448 votes. Interpretive Center site may be announced today CANANDAIGUA A decision on where the Finger Lakes Interpretive Center will be built is expected to be announced this morning. Officials of the Ontario County Tourism Bureau plan to announce the decision by 10 a.m.

A three-member panel of judges considered proposals from officials of Canandaigua and Geneva. The selection process was designed as a friendly contest that would allow the county to seek state funding with the full support of both communities. Both cities have proposed lakefront buildings that would cost $4 million to construct and about $500,000 a year to operate. The three judges are former U.S. Rep.

Barber Conable; Diane Keuhn, an expert ori this sort of project; and Paul Howard, executive director of the Genesee-Finger Lakes Regional Planning Council. Jail inmate sues tobacco companies for addiction An inmate at the Erie County Holding Center in Buffalo is suing three tobacco companies, claiming that when he tries to quit, he gets irritable and "I have been smoking for 18 years and many of them, I have tried very hard to quit," Gregory Dickinson says in a lawsuit filed Tuesday in federal court in Rochester. "I get irritable, jittery, nervous and hyper. And from smoking I have shortness of breath, coughing, chest pains, migraine headaches, and I just can't quit smoking," Dickinson says. Dickinson, 31, accused of second-degree burglary in Buffalo, does not specify the damages he seeks.

A federal judge will consider whether he can proceed with the lawsuit. Dickinson does not have a lawyer. Named in the suit are R.J. Reynolds Tobacco Lorillard and Brown and Williamson Tobacco Corp. "It's like I'm on drugs," Dickinson says.

"I went back to smoking to relieve these symptoms." Parma man's bail money seized as drug proceeds A marijuana arrest has resulted in the seizure of $45,000 in cash believed to be proceeds from drug sales, police said yesterday. Charles Fitzgerald, 19, of 4742 W. Ridge Road, Parma, was charged with first-degree criminal sale of marijuana. He was arraigned in Parma Town Court, where bail was set at $10,000 cash or $20,000 bond, said Sgt. Daniel Varrenti of the Monroe County Multi-Agency Drug Task Force.

Fitzgerald is accused of selling more than a pound of marijuana to an undercover officer. After the arraignment, a woman who identified herself as Fitzgerald's girlfriend showed up with $10,000 cash for the bail. Varrenti said police believed the money was proceeds from drug sales he wouldn't specify why it was suspicious and had a police dog sniff the cash. The dog, trained to sniff drugs, indicated the cash was involved in drug sales and the cash was also seized, Varrenti said. Fitzgerald's mother, who lives in Covington, Wyoming County, was interviewed by sheriffs deputies there, and $35,000 in cash believed to be drug money was turned over to police.

Varrenti described Fitzgerald as a "multi-pound, mid-level marijuana dealer." The arrest was the result of a seven-month investigation, Varrenti said. DOUGHERTY FUNERAL HOME Livonia would place three people instead of two in charge of overseeing principals and schools. Clifford Janey said he is proposing the change so central administrators can provide better support to princi Janey pals and hold principals more accountable for improving pupil performance. "It was overloaded and im balanced," Janey said of the current structure, which has one administrator overseeing 12 middle and high schools and a second in charge of 38 elementary schools. The school board is expected to approve the proposal next week. "I'm not going to second-guess the superintendent if that's what he wants," said board President Archie Curry.

Janey, who officially starts his new job next month, wants to create three positions: a supervising director of ninth through 12th grades and two supervising directors of prekindergarten through eighth grade. He said the change also would provide more academic continuity between elementary and middle schools. Janey said he is encouraging administrators both within and outside the City School District to apply for the positions. But he added that the change is not aimed at replacing those who hold the existing, similar jobs. "This has to do with what I believe as a design will work best in behalf of children and teachers," Janey said.

Adam Urbanski, Rochester Teachers Association president, said he was not sure the change would result in better links between elementary and middle school teachers. "I guess we wouldn't know until we tried. I would venture a guess that it wouldn't matter." But Richard Stear, president of the Administrators and Supervisors Association of Rochester, said he favored breaking up the responsibility among three administrators. "It is a huge load," he said. 6 at Wegmans arrested on drug charges By JON HAND STAFF WRITFR A yearlong investigation of a drug-dealing operation led to the arrest of several Wegmans Food Markets Inc.

Six employees at Wegmans' main distribution warehouse on Brooks Avenue in Gates were arrested on drug charges as they arrived at work yesterday morning, said Trooper Gene Chisholm, a State Police spokesman. Along with those arrested, six other employees were fired "because of their involvement with drugs and their violation of Wegmans' (drug-free) policy," Chisholm said. The investigation began at the urging of Wegmans officials who "were concerned about the drug activity on Brooks Avenue," Chisholm said. Police worked alongside Wegmans' security agents staging sting operations that included undercover police officers purchasing marijuana and cocaine inside the warehouse, Chisholm said.

Of the six arrests, only one involved a felony. Charles N. Abbott, 33, of 3 Sunview Drive, Chili, was charged with third-degree criminal sale of a controlled substance. The other charges were misdemeanors involving marijuana sale. The suspects were arraigned yesterday in Gates Town Court and are scheduled to return July 21.
