Others have strong opinions, however. "It's a plum job. There's very little thought and very little thinking, ex- cept by the (Senate) majority leader and the (Assembly) speaker," said Brian Backstrom of CHANGE-NY, an anti-tax group. That's true even when what they decide isn't popular. State police sources last night told WICB radio at Ithaca College that John Andrews of McLean has been arrested in connection with the case of Jennifer Bolduc of Dry-den and Sarah Hajney of McLean, who had been missing since Friday. Andrews is a neighbor of the Haj-neys. State police announced earlier yesterday that the two missing high school cheerleaders were dead, leaving this village frightened by yet another act of violence here. Although investigators have not recovered the bodies of the two 16-year-olds, there is "sufficient physical evidence" to conclude they are dead, Maj. Arthur Hawker said.

That evidence is crushed bone fragments that were found at the Otse-lic camp belonging to a relative of Andrews, the source said. The bodies had apparently been crushed with some sort of instrument. Bloody rags were also found at the camp, according to the source. "This was not anything that came in one particular instance. Our determination was based on several acts occurring (Sunday) night," said Hawker, who added that he did not want to jeopardize the investigation or any eventual prosecution.

The girls, cheerleaders at Dry-den High School, were reported missing by their parents Friday eve ning. They had been house-sitting for Hajney's parents Thursday night and had not shown up for school Friday. One of the girls is from the Roch ester area. Jennifer and her family lived in Chili before moving to Dryden in 1986, said Debbie Hall, a family friend. "We used to get together off and on," Hall said.

"They were a great family. Our sons were born one day apart, and we would go to each other's houses. We were good friends." Jennifer's grandmother still lives in Chili but went to Dryden over the weekend, said her neighbor Bob Coon. The Hajney family's 1992 Chevrolet Lumina was found Friday in the parking lot of the Cortland Line Co. in Cortland.

Hawker would not confirm there was blood found on the car's hood. Students were told of the deaths yesterday morning in small groups in their classes, said school Superintendent Donald Trombley. "We have an extremely torn-up high school right now. The students are very frightened. They don't feel safe at home," he said.

The village, which sits amid rolling hills, farms and thick woods, has seen more than its share of tragedies in recent years. In 1994, the high school football coach was shot to death five days after Christmas as he defended his daughter from a one-time boyfriend. The youth later killed himself. Two brothers died in separate car accidents in 1995 and 1996. Two weeks ago, a mechanic at a Dryden car dealership allegedly shot and killed a co-worker.
