Long well's report showed only 13 accidents during the month for his organization, bringing the total, for the calendar year to 168, as compared to 214 for the same 10-month period a year ago, an improvement of 21 per cent. The number of lost-time accidents this year so far is 39, as compared with 60 in the previous year. A total of only 296 days was lost in accidents this year as against 949 for the first 10 months nf 101ft J(fhn H.

rampkall i Oakland's traffic signal problem, involving the question of silent sig nals or signals with bells, will be decided November 22, after a complete study of the merits of each it was announced yesterday by City Manager John F. Hassler. Lieut. Charles Hemphill, head of the traffic department of the Oak land police, and members of the Eastbay Safety Council, headed by Bestor Robinson, are making inde pendent studies of the problem. The decision will be made at a conference of Hassler, Hemphill and Robinson.

Bells were removed from the traffic signals on September 20 as an experiment in line with similar changes which have been made in other cities, Hassler declared. But complaints have been received that automobile traffic has been slowed down and pedestrians have devel ooed a habit of disregarding the light signals. Complaints have also been regis tered with Hemphill from the In dustrial Home for Adult Blind in Oakland that blind persons are put at a serious disadvantage in their attempts to cross streets without the aid of the warning bell. On the other hand, many mer- chants and hotels in the downtown district have expressed a preference for the silent signals and believe that a few months more trial will show them to be just as efficient as the bell system. The present experiment will result in one change, even if the bell svstem is readoDted.

Hassler de clared yesterday. The vibrating bell will never be installed. A single stroke, soft-toned bell will be substituted if any bell at all is attached to the signals. SOROPTIMIST CLUB 10 FETE BIRTHDAY SAN LEANDRO, Nov. 13.

Matilda Neish and Mrs. Olga Hirschmann. Light Earthquake Felt in Berkeley BERKELEY, Nov. 13. A "very light" earthquake, centering within three miles of Berkeley, was recorded at 11:30 o'clock last night on the University of California seismograph.

Its duration was 20 seconds. Prof. Perry Byerly, seismologist, said a few persons had reported feeling the shock. A trace of distant earthquake was recorded on the seismograph for 40 minutes, beginning at 2:25 o'clock this morning. Professor By-erly said the quake probably was intense at the center, which he conjectured may have been in the ocean.

Auto Victim Asks Damages for Hurts Police Sergt. E. O. Steinbach and his son, Jack Steinbach, were named defendants yesterday in a $20,000 damage suit in the Superior Court here growing out of an automobile accident last October 14. Plaintiff in the action is Ferdinand Westling, 72, of 2967 Madeline Street He alleges that young Steinbach ran him down as he was walking across Laurel Street at Hopkins Street, and that he suffered a fractured pelvis and other injuries.

The complaint, filed by the law firm of Gillis and Edwards, also asks the court to award additional damages for medical expenses. Sergt. Steinbach and Angelo Tanassi, are named as owners of the car. U. S.

Maritime Board Rejects Ship Bids WASHINGTON, Nov. The U. S. Maritime Commission to-, day rejected as "unsatisfactory" bids for the purchase of the steel cargo vessels Pacific Redwood and Pacific Spruce, which the commission offered for sale for scrap. Bidders were the Pacific Coast Shipwrecking and Salvage Com pany, Oakland, and the Dulien Steel Products Corporation.

New York. The Dulien Company was the high Didder on both vessels, at 134,444. J. G. Brown, principal oi Union College, British Columbia, will speak tomorrow at the Berkeley Baptist Divinity School as part oi a program to co-ordinate the work and standards oi ministerial schools.

Baby Show Seeks Perfect Child Registration will open tomorrow in the San Francisco Lions Club quest for San Francisco's "most perfect" baby, according to Frank A. Gibson, president. Babies between the ages of 1 and 3, whose parents believe them to be physically perfect in every respect, are eligible for registration. "Mothers must bring their babies to registration headquarters in the Sharon Building, 61 Montgomery Street," Gibsdh said. "Trained attendants will fill out necessary records.

Within the week we expect to fill the quota of 1000 registrations." The campaign has been approved by the San Francisco County Medical Society and by Mayor Angelo J. Rossi, City administrator Alfred J. Cleary and Dr. J. C.

Geiger, public health director. Winner of the competition will be announced at a community dance and stage show at the San Francisco Civic Auditorium, December 15. Funds derived from the annual affair will benefit a fund to aid needy Grecian American families throughout the Eastbay. $5614 Damages Asked For Truck Seizure Suit for $5614.54 damages for the asserted illegal seizutje of an automobile truck by the sheriff's office for execution of a judgment, was filed yesterday in the Alameda County Superior Court by Everett F. Named as defendants were Sheriff M. B. Driver, the Retailers' Credit Association of Alameda County and the Excelsior Laundry Company. Gainor's complaint alleged that the sheriff ordered the seizure and sale of his truck on an execution obtained by the Credit Association as (assignee of a $65.58 judgment obtained by the laundry company last July. He contended that the seizure was illegal because he had assertedly never been served With proper notification of the execution.
