IL Ntnith, secretary of the Barje Canul Terminal Commission, who came to Rochester Saturday, fears that the people of the city may not be untflWently prepared to Ko before the commission with as definite a plan as they would wish as to whiit they conceive the terminal should be. He believes further that they have a wrong Impression of what a terminal proper is and what the commission wa created to do. It Is possible, In fact probable, judir-inc from what Mr, Smith had to say yesterday, that the scheduled hearing of the commission on Wednesday will, if held, be educational In ita character; that there will be nothing accomplished definitely toward the selection of a terminal. The terminal proper is Rochester's business, as It has evidently looked upon a terminal as a pool, basin or harbor, while the commission is only concerned with the matter of providing a wharf, warehouse, elevator or the like, or several of them.

This is the way the matter was prelected by Mr. Smith hurt night. "The people of Rochester eeem to have a serious misconception of the duties of the Barge Canal Terminal Commission. Mr. Arnott explained the remarkable rise of Germany to power among the nations, discussing the various historical steps by which she reached her lofty station.

He gave various statistics, military and commercial, to illustrate the great gains made by the German people since 1S70.
