Dr. Bigelow, who once was WASHINGTON, Dec. 30 (IPI The United States has no other agreements restricting marriages of GIs and civilians in military employ overseas such as it is trying to negotiate with Spain, the Defense Department said today. The marriages of servicemen overseas, however, are governed by civil laws and the foreign nations involved and by general agreements outlining the legal jurisdiction over American servicemen in foreign lands. Spain presented a unique problem when a U.S.

military mission started negotiating agreements covering U.S. military personnel to be stationed at air and sea bases in Spain. The cannon low of the Roman Catholic Church in Spain is as much the law of the land in certain matters as the civil law. There is no clear separation of church and state such as provided in the U.S. Constitution.

The military mission thus faced the problem of preserving the constitutional rights of American servicemen and military-hired civilians and still trying to conform to local law.
