The government of Korea, acting i w-operotioil with the. office of the Japanese reeldetu-jreiierrtl at feoul, Priuce Ito, ia preparing plana for an active and final campaign against the disorderly forces in Korea. Thine forces, insurgents and bandits, are making much trouble; they prevent the Koreau agriculturalists from disposing of their produce sud huinper gcueral business, The concensus of opiulou of unprejudiced foreigners, merchants, missionaries and officials, Japanese as well as Koreans, ia that business roust he restored to normal conditions by whatever power undertakes to administer to the country, bo it Japanese or Korean. The disturbing element to-day la composed largely of men out of employment, discharged Korean soldiers and regular bandits. It is the practice of these marauders to oppress end rob the farmers, to attack villages, end to kill Japanese.

The bandit element probably numbers altogether not more than 3,000 men. The real Korean putrints, who are irreconcilable towards the Idea of a lP-anewa protectorate do not exceed a total of 1,000, but it undoubtedly is a fact that there exists deep feeliug of unrest and hatred toward the Japanese among a majority of the Korean people. The Japanese IteRsident-general, however, is convinced that it can overcome this ill-feeling by a gradual but persistent demonstration of its good intentions, of its desire to benefit the masses of the people and its purpose to prevent injustice, Japanese officials say that the Japanese administration has been greatly hampered by the actions of certain irresponsible Japanese and that even the Japanese soldiers hnve committed aerious offenses. Assurances have been given that every case was investigated and that all offenders were being punished rigorously. The residency has Just issued some strigcut press regulations directed against the Japanese, Korean aud foreign-owned Ternaciilar newspapers.

It proposes to confiscate these journals to prevent the circulation of inflammatory articles, Another evidence of the unrest is found In the fact that two American missionaries recently received letters threatening them with death If they, aided the gov ernment against the Insurgents. The I casualties In the recent encounters with these armed bands, however, have been insigiillicaut. The force of unrest operate In small bands, seldom exceeding 1W) and when they ere pursued they scatter and hide their arms. The government now proposes thoroughly to police the entire country with a force of about 800 men, including 400 Koreans. While commerce and trade are practically at a standstill hero and in other towns considerable building and general improvement work i going forward.

A Stanley Copeland, sliimnua editor of the Syracuse Daily Orange, the newspaper of Syracuse University, announced to-day his resignation from the Daily Oranga staff.

Mr. Copeland stated that the reason his retirement was Chancellor Day's refusal to make reply to communication urging that the Chancellor co operate with the Ornnge in providing for alumni read vrs the facts necessary for the fortnatlou of valid judgment on the merits of the questions of the removal of William Kent, dean of the applied sciences college. The Chancellor recently criticised the printing of resolutions adopted by the seniors of Smith College, regarding the enforced retirement of Deun Kent, and said that the Orange miwt not offend in such a manner again. Mr. Copeland said that it had been Impossible to print true facts concerning the university as much had to be suppressed through the Chancellor's orders.

The tirst explosion awakened number of citiisens who turned out but 4hey were tired upon by th robbers and wept st bay while six other charge were set off. After the money was obtained, running tight followed, but the robbers got sway. Sale Full ol Money Lost, Laredo, May 2 The Wells-r'argo Eipress Company has reported to the authorities of Torreon, ft loss of Ot.O in Mexican currency which they claim waa taken from a through safe on their City of Mexico train. The money was signed to one of the batiks of Chihuahua. Two arrests have been made in Torreon, although it is not believed by the officials here that the men arretted in Torreon have the moiiey.

It appears that one of the agents of the company boarded the express train at a station between the City of Mexico and Torreon afterwards leaving the train. It is said that he was the only man who wax in the car who knew the combination of the safe. He has not yet been epprehended. Baroness Kills Husband. Berlin, May 2.

The Its run was 83 years old and his widow is 20. WEEK'S CEEBRATION ENDS Reviewing Stand Occupied by Prelates in Robes and Women and Children in Brilliant Garments Diocesan Centenary New York, May 2. Sixty thousand Ito- man Catholic laymen marching in prates- aion to-duy brought to a climiix and form- ally ended the week-long celebration of the i centenary of the founding of the Komnn Catholic diocese of New York. The parade had been looked forward to as the crowning public event of the week and in every way anticipation waa surpassed. No more perfect day could have fa-cored the event.

The sky was almost cloudless, the air clear and bracing. Along Fifth avenue and through Fifty-seventh street where the line of march led to the tllsbandiug point hundreds of thousands of persons were massed anil the immense reviewing stand which had beeu erected in front of the cathedral made a picture the like of which was seldom seen. It bad been built to accommodate 3.0IKI persons and its whole capacity waa placed at the disposal of women and children and the distinguished prelates who have been participating in the observance of tl.J ceremony. The prelutes in their gorgeous robes occupied space in the center of the stand aud banked around thetu on every side were thousand of women and children in their brilliant garments making up a most striking color scheme. The parade formed at Washington Square well down toward the lower end of the city and moved up Fifth avenue past the Cathedral and to Fifty-seventh street where it was dispersed. Ten minutes later staggered up on the front door steps and collapsed ou the porch. Policeman Shot by Burglar. Denver, May 2. Making the last rounds of his watch, Charles M. Beck, a policeman, was shot through the heart and instantly killed in a store into which be bad crawled in pursuit of a burlur early to-day.
