Rodth, 57, of 169 Beacon Lane, retired as a contracts administrator for Pratt Whitney and has served on the commission for 18 years. The 42-year-old Hanson, who lives at 148 Beacon Lane, is an attorney with his own practice. Hanson said the character of the town is changing as more people buy expensive oceanfront properties and tear down existing structures to build much larger homes. "The current administration hired an outside engineer to enforce the zoning laws and review the permitting process, and it's causing divisiveness," he said.

The whole process needs to be reviewed and streamlined because it's cumbersome," Hanson said. "It needs to be more user-friendly. This is a very small community and we don't need big government" Rather, he said, a certified inspection firm should do inspections for a flat fee. Rodth, on the other hand, said the town has been well run and that, "If it ain't broke, don't fix it" It has no debt and a surplus of more than $600,000, he said. Reflecting the good management is an average 26 percent increase in real estate values in the town over the last year, Rodth said.

The machines, which replace the punch-card technology with a computerized system, will get their first test on Feb. 12 in Ocean Ridge's town elections and will hit the big time in the larger March elections, LePore told the gathering. This week, voters can test-drive the machines at any of the county's 37 town halls, she said. LePore said she is eager to demonstrate the machines to any group that will have them, from card-game groups to church meetings to local businesses. DINA HANDLER KAYE Dina Handler, 59. PETERSBURG A man beheaded his rival during an early morning fight Monday and then placed the severed head on the hood of a car for neighbors to see, police said.
