(Staff photo by Betty Hensley) Charleston couple cooking in old-time country kitchen By BETTY HENSLEY News Staff Writer Cooper Independent School District board of trustees deliberated in executive session for 45 minutes at their regular board meeting Wednesday night and voted 5-2 twice in open session to not extend contracts of 10 additional days for the band director in the 1987-88 or 1988-89 academic years.

Scher Schneider was at the meeting and was represented by her attorney, Tom Harvey of the Texas State Teachers Association, an affiliate of the National Education Association. His office is in Mt. Pleasant. Harvey said after the meeting that his client's basis in asking for the extra 10 days of pay for last summer and in this year's contract was that the previous male band director was paid additional money for the 10 days work with band students in the summer. Superintendent Fred Wilkersori said that the band director signed each year's contract with an added notation of contingency upon the school board agreeing to the extra days' inclusion in remunueration.

Wilkerson said he was only authorized by the school board, within an approved to ex- tend each year's contract for 183 days with bonus amounts of pay above the base for the band director. Before each vote was taken on motions by board member Marva Sansing, opinions were voiced by Sansing, board member Elise Douglas, who seconded each motion, and board member Mike Rushing. Douglas asked the board to recall negotiations of the earlier request in the fall for collection of the 1987-88 summer extra days' pay by Schneider, local band director in her fifth year. Mrs. Douglas urged the board to find a resolution of Schneider's request of extra duty pay, and she said her vote was based on reasoning that pay should be giv.en on an equal basis for performance by male or female.

Rushing said his vote was based on the board deciding to not give any pay raises for the 1988-89 academic year to faculty, except in one instance, for the high school principal. Rushing also said that the extra duties of the band director job "went with the territory," and added, "we've got to draw the line somewhere financially." In other board action, the board approved one summer worker and amended the budget, on the recommendation by Wilkerson, to include funding of regional and state participation by University Inter- cholastic League performers. The board authorized to pay the basic fee of $575 for a Texas. Association of School Boards Policy Review Seminar lodging and milage Wilkerson recommended that the board have the training session, to be set in the second week in June, if possible: The board approved the transfer requests of 15 students into CISD for the 1988-89 school year. Wilkerson said that almost an identical number of students requested transfers into the Commerce ISD.

A total of $25,651.56 in bills were approved by the board for payment. The financial report showed $531,505.61 in revenue realized through April 27 and an estimated $521,986.48 budgeted for local revenues. Total tax revenues locak ly realized by the same date were $505,704.64, compared to current taxes leveled in 1988 of $520,927. The financial report showed that; of the $2,655,582.21 budgeted for the, current academic year, a total of, $2,193,094.40 was expended by April 27 in the school district. By BETTY HENSLEY News Staff Writer CHARLESTON Bernice and Arvol "Pud" Oats are enjoying their country kitchen outside their home in Charleston, in the east end of Delta County.

No, this country kitchen is not the one in their white rambling residence. This country kitchen is a project of love for the two, who now reside in the home place Pud grew up on. Mrs. Oats' parents were W. Lile Owen and Delia McGuyer Owen.

Her'mother's family, the McGuyers, were some of the earliest settlers in the Charleston area. But back to their country kitchen. It is in an old one-car garage that used to sit on the corner of his parents' home. They moved it to the north side of their house and put barn-red metal siding on it. The country kitchen is about 12-feet-by-24-feet.

His mother, Mamma Oats, as she was called, once ran two old cars through it. The Oats' 1988 country kitchen is a redo of the garage, a project that has grown with the help of their two children, Annell Patterson and Ted Oats. Now the 1 Oats' grandchildren, and even great-grandchildren, will be able to know what an old- fashioned country kitchen was like. The Oats did add a small, breezy front porch on the east side entrance, once the old garage was in place and jacked up with blocks. A wash table is on the left, because everyone knows the field hands always washed up before a meal.

The kitchen has electricity, but the whole thing centers around a massive wood cook stove, complete with six burners on top, an oven and a reservoir on the right to hold water for steam. Oh, yes, there's a warming closet up above the range top. The Oats bought the stove a few years ago, but have only had it put in place lately where they could really begin to use it. It is shiny black with chrome trim. When their daughter, Annell, was a senior in high school they moved to Dallas, where they resided for several years before returning to Delta County.

Their son, Ted, is a pilot for Southwest Airlines, and he is presently serving a training stint with the Air Force Reserve in Florida, flying the F-4. Annell and her husband have a mobile home, just to the north of the Oats' home. Her husband has a carpeting business at Rockwall, and they have commuted back and forth for the last two years. Inside the country kitchen, the stove is on the right or north side. To the left, is a sitting bench.

Like County building new jail but doesn't have funds to run it ARDMORE, Okla. (AP) Carter County is building a $3.1 million jail in an attempt; to meet state jail standards, but county officials say they don't know how (hey are going to get the money to run it. "There is no money available. We are struggling to keep the buildings open now. It just is not there," said County Commissioner Boise Harris.

"I don't know where we are going to come up with an answer." Sheriff Robert Denney estimates he will need $1.3 million to run the new jail. The shiriff's entire budget last year for the jail and sheriff's duties was just more than $505,000. County officers have until Monday to submit, estimates for funding needs for the 1988-89 fiscal year, which begins July 1. The county's budget was about $2 million, and the auditor has told county officials to expect less money next year. The new jail is being constructed using a 1983 bond issue approved by voters after two attempts.

The facility will replace a 37-year-old lockup that did not meet stale standards. "They tell us to build it, but they don't tell us where to get the money to operate," said Commissioner Bill Lyons. "We will have to find an alternative way of funding." A one-cent county sales tax, another bond issue and housing federal and other prisoners in the new jail are among options the commissioners have considered for funding the new jail. "It takes more than the three county commissioners to come up with the answers. The whole burden is on all of us.

It is going to lake some gully and gritty people to say 'yes'" lo another bond issue, Harris said. The new jail is expected lo be compleled by Oclober or November. Oats has mounted a match holder by the stove, where wood is stacked, and he has made a cabinet to hold wax paper, plastic wrap and foil, made an opening door from the old glass-rubbing washing board that Mrs. Oats used for over 50 years of their married life. The Oats also have two cabinets they've repainted light blue. A breeze flutters through the west window, the only one in the kitchen, and blows blue and white checked gingham curtains. A rectangular table is set for 10 persons, three on each side, and two on each end.

The tableware is a blue enameled finish against a checkered table cloth. Roses with honey suckle are the center piece in a crock vase. A white enamled coffee pot sits atop the stove. Mrs. Oats' other kitchen cookware are cast iron pots and frying pan, mounted on the wall.

Her jars of canned goods are on the cabinet top. At the table, she serves guests homemade rolls, browned in that wood stove oven. Perfect timing every batch. And to make the hot rolls even better, she offers butter and homemade plum jelly. Their pastor of the East Delta Baptist Church, still a bachelor, brought some of his young preacher friends over for some of Mrs, Oats' country kitchen fare Ihe other day.

Mr. and Mrs. Oats have a somewhat pleased feeling that they finally got to do somelhing they had always wanted to do rebuild a country kitchen so that their grandchildren and children would be able to see how folks really used lo live Ihe good life around the kitchen.
