Affairs political are rapidly settling down to the normal level. Mayor Warner has not yet reappeared at his official office, but lie stopped in for a few minutes yesterday nt his business officp in the Ellwanger Barry building on his way from his Clifton street residence to his cottage at Manitou beach, where it was supposed he had pone to listen to any sape remarks the waves of Iake Ontario might feel inclined to make to the pebbles on the beach. The first and only certificate of expenses so far filed with City Clerk Sheridan, was sent in yesterday by Jonas P. Varnum, late Democratic candidate for a place on the school board. Mr.

Varnum avers under oath, among other things, "that I have not expended or contributed any money whatsoever, either directly or indirectly, by myself or through any other person, in aid of my election." Candidates are allowed ten days after election in which to file their statements. There will be a special meeting of the common council this afternoon at o'clock, at which time the city election returns will be canvassed. Mr. Sheridan is now busily engaged with his assistants on the compilation of the figures. This afternoon is the latest date under the law on which the canvass can be made.

City Clerk Sheridan has. figured out that the pay of inspectors and poll clerks, and rental of quarters for the registration and election, cost the city To this must be added the cartage and storage of the ballot machines and interest on the purchase price thereof, official publication, printing for the machines and inspectors supplies generally. There should also be counted in as part of the cost of the election the pay of two inspectors for each of the eighty-six primaries held by the two parties, the rental of quarters for the primaries, and the printing, supplies, all of which is now a portion of the cost of an election. The total cost, in round figures is about not including the portion of cost of the election borne by the county. As foreshadowed by the Democrat and Chronicle yesterday morning, a contest has been instituted over the eleventh ward enn-stableship.

Back of this there Is a committee room about 30x40 feet In site. It has been suggested that a board of five members will hardly require so much rpaee, and that one of the problems of the crowded Free Academy may be solved by the holding of the meetings of the new board In the large aec-retsry's office or elsewhere, and the utilization of space now taken up by the board and committee rooms for study and recitation purposes.

The committee room Is now used for recltatlnus. It was proKted some month ago to rent quarters temporarily outside the building, at an expense of not over annually, for tke administrative otHeen, and to use the room thus gained for s-bod purposes, but Health Officer Ooler declined to permit such a change unless a good system of ventilation C.flf A. except Sunday: acconioIaHn U.Ull tlrulra. cuuuectiag for and New Yrk. A stroaj olio is drawing large audiences to Roch inference being that a like or larger sum would be demanded later for next montu. If the amounts indicated are granted, the expenditures of the department for the year will reach the largest in the history of the department, and that without any unusual expenditures or improvements or the purchase of any high-priced machinery. The money asked for Wednesday evening would have been provided for without q.uMion by a Democratic council, by the authorization of a city note, drawn against the collection of next year's taxes, and drawing interest until that time, had not Alderman Wilson interceded and had the resolution sent to the finance committee. The finance committee will hold a meeting in the city clerk's office this morning at 10 o'clock, to devise some means, plausible or otherwise, of getting the executive board out of the hole. If- the committee decides to authorize the proposed note, a report may be made to the special council meeting this afternoon and the note then authorized.

In this event the men may pet their mouey to-morrow or Monday. If not, the men will have to suffer. Not only will the men suffer, but the members of their families also, for street laborers, as a rule, da not keep bank accounts, and it is scarcely a creditable showing the administration is making in compelling the men to wait a full week for their pay after they have earned it. It requires a three-fourths vote of the common council to authorize the borrowing of money on the city's note, and it is not at all certain that the Republican members of the council will lend their aid to the executive board in further reckless expenditure. Had the facts as herein brought out been published last week, there would doubtless have been those who would have dismissed them with a shrug as campaign literature.

There is nothing here, however, that is not a bald recital of the truth, and the facts submitted are strictly in keeping with the news that has been printed regarding the executive board doings foi nearly two years. It may be noticed that while the poor day laborers are whistling lor the modest sums due them, the superintendents, inspectors and foremen, who draw big Ia.v from the monthly pay roll, are amply 'protected. At the Baker theater last evening the big cannon went off iu the third act of "The Cherry Pickers with the usual amount of noise and powder reek aud roused the usual amount of enthusiasm. All the principal persons engaged in the act so explosively and sulphurously closed were called out and marched across the stage to receive the judgment of the exalted gods. The villainous colonel of huzzars was tremendously hissed for his villainy, and should count the hissing a well-deserved reward for his earnest endeavors to play convincingly a part for which nature has ill-fitted him.

Ralph Del more is the boy to play rough. As Colonel Bnsugh, Mr. Wilbur Higby is altogether too good-looking and well-mannered to easily earn the storm of hisses that testify to the success of the melodramatic villain's histrionic efforts. George Le Savage was hissed a little for his assumed wickedness aud meanness us Brown and ought to have been hissed a good deal harder for his abominably noisy and senseless acting of the part. The audieuce didn't quite know whether to applaud or hiss Ayoob.

Mr. Frederick Guest's strenuous acting hajj roused their admiration, but they couldn't forgive him for having tried to blow the hero into eternity with the big So his reception was of a mixed nature. Then came Miss Margaret Tenuaut as the Widow O'Donuell, hailed with shouts of laughter. There was no doubt about the audience's opinion of her. The author has treated Mrs.

O'Donnell better than any other character in his play. He has given her the one really good line in "The Cherry Pickers." to wit: "Agitate, ye divolel Agitate!" and has allowed her three repetitions of it. Miss Tennant rose to her opportunities and beyond them. Indeed, she played the part exceedingly well, quite as well as Miss Jennie Satterlee, who originated it, and deserved her popu-, larity with the audience. Then came the hero and heroine, hand in hand, to be cheered to the echo, partly, of course, because of their heroism and virtue as Nour malee and John Nazare, and partly as Miss Alice Irving and Mr.

Garland Gaden for their excellent acting. Mr. Gaden was very good and Miss Alice Irving was more than very good. Miss Irving is at her lest in the natural expression of natural emotion Anna Moore in "Way Down East" would be an almost ideal part for her and strenuous melodrama is not really her forte. But no one would suspect that from her work as Nourmalee.

Gifted by nature with an impressive stage presence and perfect grace of pose, carriage and gesture, she plays the part with fine appreciation of all its remotest possibilities and with power, fire and vigor. She makes every melodra i n-mrTT- Lx press I. For Niagara Falls. 3:50, A. 13:3, 7:15 P.
