KOCirCSTKR DEMOCRAT AND CIIKONICLE WEDNESDAY, JANUARY 22, 1873. BOOKS AND STATU, XERY. BOOHS AND STATIONERT. DIXO. Duinocrat and Chronicle.

FEOH ALBANY. eaaiea ef lle OI4 Beciamser DniMW. The stij-vivicg members of the company of Rot-heater dragrrrvs held a reHBioa List even-h is the parlor of the lirackett bouse. About twenty years ego tills company was organised at the suggestion of L. Ward Kmith who was then adjutant general under Washington Hunt.

It originally consisted of about sixty members. It was composed of what were then the finest and most spirited young men in the city. Thirty-nine of the old company met last evening at the reunion, and showed by an infusion of enthusiasm that, although many of their heads had begun to be silvered by the Sight of years, the same which actuated them twenty years aja was as fresh as ever. The company has always been characterised by a social spirit as those can attest who used to at tend theconcerts balls, excursions, etc. which were given by them.

At the breaking out of the late civil war they were the first company in the state who offered their services as a company to suppress the rebellion. In 1464 they const! to ted the guard of the prisoners that were encamped at Elm ira. It is now nine years since they have had a parade. IHiring these nine years it baa been frequently proposed that a reunion of the old members should be held for the purpose of entering into a social organisation, but the scheme has never until now been realised. At 7 o'clock last evening the meeting was organised, and a oom-cittee, cf nfaing of Messrs.

Dewey, Brackett and Van Voorhia, was appointed on organisation, While Ike committee was preparing a report the remainder of the veterans entertained each other with reminiscence of their military experience cracking jokes, and having a good time generally. A little after 8 o'clock the committee which had been appointed, submitted a report in favor of the following resolutions: First That the name of the organisation shall be The Veteran First City Dragoons of Rochester. halt for access to npper floors. The stores will be frothed th modern style, with plate glass windows, The second story will be in one room or ball, with janitor's room at one side. The third and fourth floors are divided 90 as to make two large rooms of each, with committee and janitor room.

The principal staircase for ingress and egress to the tipper floors will be in the L. From the pTonnd the building will be sixty-four aei in The cornice and roof will be of galvanised Iron. The stories will be in height as fellow; ftrs, thirteen feet, second, fourteen t-uT'J, tuirteea feet; fourth, sixteen feet. The fr.mt will be of pressed brick with GainsviHe and Ohio sand stone trimmings. It is estimated that th-9 structure will cost 30, 000, nearly the entire amount of which has been subscribed by the association and parties in sympathy with the object.

The work of construction will commence the 1st of April and it is expected it will be ready ft occupancy about the 1st of October. Professor lattimore aad the Oesesee. To the Editor of the Ifcomocrst and Cbroafcie: In the extract you quote from Prof. Lattimore te eays the Genesee contains a larger proportion of saline matter than the average water supply of American cities. Ia another part of his report not quoted, be states just tow much of such matter is "requisite to render water wholesome" i.

e. chloride of sodium and lime salts. And his own analysis of enesee water now before roe, shows that it contains just the requisite proportion of those salts. The average water supply of American cities" lias nothing ia the world to do with the reaTquestion. You quote bim in condemnation of the Genesee because it receives has a muddy bed and a sluggish flow which is favorable to microscopic growths; and because "the quantity oftputrescible organic sub-si ance thus constantly carried into rivers aa sewerage may be so large as to make it unwholesome; because of ita nnsuitableness for use in steam boBers, etc.

The question is not what may be in the Genesee water; but what is in it. Prof. I analysis of Genesee water taken from two different points reads thus: "Organic 'matter traces. His own analyses thus corroborates Dr. Letheby, an authority he often quotes, who says that running ten or twelve miles purifies water so perfectly as to remove every particle of the grossest impurities that it may have contained.

A word on microscopic organisms. Prof. Latimore correctly says, The germs of these organisms pervade the at mosphere, seemingly everywhere; it only requires the presentation of favorable conditions in water that they may appear. This condition is supplied by still water exposed to air and. sun-light and containing organic matter.

Wherever such conditions occur, the water may become populous" in a surprisingly short space of time. 77. Dr. Lewis has described no lees than thirty distinct species found in the sediment of Croton water taken from Central park and Fif avenue reservoirs. Dr.

Bailey found more than fifty distinct species, mostly vegetable, in sediment collected from the Croton water by means of a filter at the Astor house. The reservoirs of the Hemlock would necessarily present exactly the same favorable conditions as the Croton and the water would become populous in a surprisingly short space of time. That point the professor does not and will not gainsay. or will he assume to say that Genesee water, kept constantly flowing from the river through the pipes to the cinumerB would ever become so "popu lous" as to contain distinct si of microscopic growths. As to the unsuitableneas of river water for boiler uses, the Central railroad did not know it when the company spent a large siim to carry the water to their shops and elsewhere for that purpose nor do they now.

I AH you quote from the professor's report, and much more of the same sort, ara well calculated I do not say designed to raise a fog to obscure the fact that according tb his own analysis and his own standards thelriver water is far more wholesome than tliat of Belli lock lake. The latter would cost! mil lions ncre money, and that is the principal argument its uvw. 1 A 1TKMBZR OP TBS OLD COJOCrrt2SL The lireat Keraalic. Colonel Brinker and his military aoeociates, and rioters, Caring, Stern, Aldridge and Gerling, Thomas, the architect, Montgomery, Perry, Raymond, Mabbitt, county clerk, and Morria city clerk, with hosts of others were present, and made the capital look familiar. The case of KISS ANTBOXT came np in the morning for decision, and Judge rSelden argued for about two hours ably for her discharge from custody, or the return of the writ.

The district -attorney made no reply, and Judge Hall decided pro forma against the motion te discharge the prisoner. Without expressing any opinion on the merita of the (tietion whether women have a right to vote, or not, he gave his decision to enable the defendant to carry the case to the su reme court to obtain the judgment on constitutional points involved. The appeal from his decision will be iaxm to the cratxrr corBT, and Judfce Woodruff and Mr. Crowley win decidein the morning what time it may be heard. Raymond then rose and asked for an adjournment for two weeks to prepare for argument. After a desperate effort to force the issue by the opposition, the committee till one week from to-morrow. The scene was a lively one, thongh the room was smell and somewhat clouded with tcba r-eo smoke. There was one anti-com-Uiiation man so zealous that he had to be call ed to order a dozen times.

Ihuirg the same session, acta were passed appointing several other commissions on city iiEjjrfivementa. The common council, think ing that they had jurisdiction over all matters referring to city improvements, and that the legislature w3 usurping their functions, qnestioced the constiuitionahty of the procedure. The members of the several oom-niiieions offered, in order to avoid needless litigation, to take such a course as would carry the case immediately into the court of appeals. This the common council refused to do, thereby involving the city in a great expense. Thew were defeated in every case in the general term, and then carried the suit Into the court of appeals.

A few songs were sung, Lieutenant Warren entertaining all with The Star Spangled Banner, and the whole company joining in 4 The Sword of Bunker HiH. At half past 12 o'clock the company separated, with ainging in chorus the song which is so appropriate to such occasions, Auld Lang Syne. Fr.f.

Laoimere's Keren la Other Cities. The Ifortheixi Di.Jt riw published in fiangnr. Main, in its issue of January gives a very full abstract of Prof. Latti-more's report on the water question. In commenting on the report that paper says "We have read this report with unbounded pleasure, first, bneause we knew the scientific knowledge and great natural ability of its author, and secondly because of our growing interest in the question of obtaining a competent supply of water of the best quality for Bangor.

The report of Prof. Lattimore discusses this latter point, in relation to bis own city, with a master's hand. But Bangor is about in the same latitude as Rochester. The conditions of such enterprises are about the same here as there. We may have the advantage of having better water at command; and our supply stands nearer to us by about two-thirds the whole distance.

From Rochester to Hemlock lake, the fountain head of theXproposed water works, it is about twenty-three miles. From Bangor to Hat Case lake it is leas than nine. The soil and general outline; of the two re gions to be traversed are about the same. Again, at the conclusion of its extracts, the Border remarks 'Thns our readers have before tbem, in these quotations from Prof. Lattimore 's report, the scientific facts essen tial to theiv wisely making up their minds as to what thev have themselves to do in ob taining good, clean, wholesome water for their daily nse.

They win see that rain water is not considered favorably; that cis terns, especially wooden ones, which the professor in an unquoted paragraph con demns, are regarded as still worse; that well water in cities is about as bad as can be and that the water of fresh-water lakes, such as we have on every side of us, is the best and most agreeable to the laws of health of an that the world possesses. Isn't it odd that the editor of the Bangor paper fafled to discover that wondarful in eongruity in Prof. Lattimore 's report which A member of the old committee lays so much stress on I The latter says that the pro feasor has proved one thing by his analysis and upheld another in his conclusions. This either shows that the author of the report has no regard for own scientific labors or that critic has discovered what has bo exist ence. It is Just possible that the latter view of the matter is the true one.
