Yesterday the safe arrived and was put in place. It was manufactured by Mosler, Bahmann Cincinnati, and sold by Warner, Stockbridge of this city. Binney was arrested by Detectives Hughes and Lauer on a warrant sworn out by William Clark, a saloonkeeper on West Main street.

The warrant charged Mr. Binney with having falsely and fraudulently represented to Clark that he was 2lock this morning. its sources of wealth and influence. The speaker started out with the two staetments that, first, no Stat could live without religion, and, second, no religion fostered by the state could live.

These statements might appear to clash, but in reality they did not. It was a matter of history that no state without religion had ever lived and flourished. The experiment had been tried in France, but had failed. The religion ot God was driven out, but the religion of reason came in. No religion fostered by the state could live, but this did not mean a particular church.

The true relation between the state and the church all that could be with safety was then carefully and clearly discussed. At the conclusion of the address, the speaker was heartily applauded. Richard F. Mc Michaels, of Buffalo, delivered a very interesting address upon the subject, "Policy versus Principle." The oration was a good one, and was delivered in an earnest and engaging manner. The speaker discussed carefully the two heads of his subject and showed the position very many held at the present day in the churches regarding them.

Policy was in many cases made to take the place of morality. Nearly sixty persons at the seminary, including such as are receiving preliminary instruction at the university, have been sustained by the board during the past year at an outlay of over 110,000. Professor Whittemore, who has for so many years so acceptably served the seminary as acting professor in the Hebrew department, having closed his engagement with the bowl commissioners for foreign missions; one-quarter, or 1 12,000, to the American Bible society; one-eighth, or 16,000, to the Home missionary society, and one-eighth, or 16,000, to the American tract society. It is also said that Clark is not the only person from whom Binney has received money on such representations. Several other parties who have paid money to Binney have applied, or are about to make application for warrants for his arrest.

They say they do not propose to be humbngged without taking some steps towards bringing the impostor to justice. The board of excise also claim that Binney has been accustomed to go to saloon keepers and tell them that if they would pay so much money he would obtain a license for them. In this way Binney has taken into his own hands, without any authority, business which belonged to the board. On the other hund, Binney says that he was employed by the late board of excise to collect those bills which liquor dealers had been delinquent in paying. In return for this work he was to receive ten per cent, of all sums collected.

Under this contract he went forward and collected a large amount of money, which he handed over to tha board without deducting his ten per cent, commission. When the new board came into office he was told that bis services were no longer needed and that there was no money coming to him. Binney says that as he had been to considerable expense in making collections and as be had not received his commission, in order to save himself he appropriated th money h. had in his possession. He also says that instead of owing the board money, they owe him; and when the opportunity is given him be proposes to explain tha matter to the this village, appeared in behalf of the heirs, and Hon.
