It cannot be said in regard to any one of them that its settlement depends on the success or the defeat of this or chat party.

There is no assurance that either party wonld grapple with and give the country the benefit of Hs solution. Congress has been engaged for eight months in demonstrating this. Republican and Democratic statesmen alike stand nowhere on these questions, and the politicians are prepared to take no definite position. It is impoeatiile to base a popular coatsst on the crjsfiictmg alms and aspirations of individuals. There is a choice between persons who seek ptpubir jpport for public office, and there i still a choice batwetn the parties to which rivals for popular favor belong, but there can be no political contest with life and energy in it until there is some higher purpoieto be gaired than personal advancement.

We seem likely to drift on through a quiet canvass, with here and there a little activity evoked by cor sidf rations of merit or questim. of local significance, awaiting the evolution of issues, New York Times. Tbe Presbyterian society of Pittsford, on account of repairs going on in the Baptist church, has tendered its place of worship to the Br.ptirt congregation during the period of Hev. Mr. Close's vacation. Rev. J.

E. Lawton, of Rush, is to lecture in Fair port next Friday evening on Prohibition. It is proposed, also, to organise a lodge of Good Templars, albeit the ground seems to be pretty well occupied already by the W. C. T.

U. Mrs. J. T. Gracey, wife of the presidlug elder of this district, occupied the pulpit of tbe Methodist Episcopal church, Fairport, last Sunday morning and evening.

Her subject, Missionary Work for Heathen Women, interesting in itself, was very ably handled, and a deep impression was mad. by her ad-drees. On Thursday evening, August 8d, a garden party was given by L. J. De Land At Co.

in Mrs. D. B. De Land's beautiful grounds, to the employes and friends of the firm. It was a large and pleasant gathering, several guests from out of town being joined to the Fairport groups, and is numbered among the social successes of midsummer.

A rumor that Rev. K. M. Burton, of Fair-port, has resigned tbe pastorate of the First Baptist church of that place stirs the whole community with an anxious sense of impending loss. Rev.

Mr. Burton is a man whom no proplecan afford to spare, and whom steps whithersoever they may be turned, will be followed by th. best wishes of the bast people among whom he dwells. WAY. UK.

Henhaiu, gave his people a rousing sermon on missions in tbe evening. Dr. Chase's little Loy, of Clyde, was on a visit to North Huron, and while climbing up onto the hay in a large bam, last Friday, he fell a distance of twelve feet and dislocated his left wrist. Dr. York reduced the dislocation.

Kv. E. T. Fish of Clifton, who Is supplying the pulpit of the Clyde Presbyterian church during the absence of its preached a temperance sermon before a union audience in the Baptist church on Sunday evening. Rev.

A. C. Re well, of WMlamtown, Mass. supplied the pulpit of the Newark Presbyterian church, last Sunday, preaching two able and instructive sermons. The people ware greatly pleased to welcome and hear once more their former pastor, after a separation of several years.

The largest excursion ever mustered in Newark waa that of tbe Prasby terian Sunday-schcol, by the Ontario Southern railroad, to Marguretta grove, on Bod us bay, last Friday. Nearly 600 persons were on the train. The officers of the school had shown much enterprise in making the arrangements, and fcchattner's band, of Lyons, added much to the pleasure of tbe day. The railroad ottlaers extended personal attention and ever courtesy to the party going and returning. At its session on Sunday, the school unanimously adopted the following resolution Resolvco, That tbe thanks of thin school are hereby extended to 8.

The Silver Lake temperance camp meeting is now in progress, and the pioneer and adjacent grounds present an appearance of a military cump, covered aa they are with rows of white tents laid out in streets and avenues.

Tbe st-ong programme arranged by Bemie and Mead has drawn a large regular attendance. On Sunday, when Colonel W. Bain, the silver-tongned orator of Kentucky speaks, there will be large excursions trains over all the railroads to the grounds from Rochester, Buffalo and Hornelisville. All the prominent speakers are on the grounds. The quartette cho'r is said to be the strongest in the state.

NIAGARA. The Hash of lightning preceding the ter-' rifle thunder clap at noon Monday, struck the roof of the old Niagara mill in East Lockport, tearing oft about ten feet of roofing, but did not otherwise do much damage. Lockport Journal. A man who has a habit of regularly looking over our exchanges every day for the last year was Interrogated this morning as to the object of his search. It was discovered that wa looking for the death notice of his mother-in-law.

Locknort Journal. There is being locked here to-day a fine raft of spar timber, for New York. Freights in Buffalo on Saturday were steady at cent on wbeat and 5 cents on corn to New York; lumber to New York, $3. J40 per m. and $2 65 to Albany; staves to Albany, 1.63 per ton, Lockport Journal.

SRNKf a Rose Hill grange, of Waterloo, will giva it fourth annual excursion to atkins ulen on Thursday of this week, August 10 th. The drought in Seneca county is a severe one, and under the, hot sun everything is drying up, the grass being badly killed out in places. Com and pototoes, aa well as other vegetables, are Buffering terribly from a lack of moisture. Arrangements are being made by C. C.

Gridley and E. F. Slack, or Waterloo, for a number of first class entertainments at the academy of music during the coming amusement season. A half-dozen meritorious companies have heen engaged and no second clans shows will be wanted. LIVIN.STO!f.

The people of Avon were aroused from their slumbers a little before IS o'clock on Sunday night, by the ringing of the fire ball. The fire company was promptly on hand and ready for action, bat it was soon ascertained that tbe fire was at East Aven, soma two miles away, and so they did not attempt to reach it. Tbe alarm wasoaused by the burn The London Telegraph is induced to give credence to the story of Brien alias West-gate, self silrged as a party to th. murder of ixwd Frederick Cavendish. His confession, made at Caracas, hss generally been regarded as a trant parent contrivance to obtain a free passage to England but tbe Telegraph points out some ear marks which it regards as autteinirg th.

man's story. The murder was committed Saturday evening and West-gate would Just have had time to reach Water-ford by train, early Sunday morning and there, taking steamer for Milford and rail thence to Swansea, would have reached the latter port on Sunday evening. According to Westgate' statement be shipped, Monday May 8th, on board the bark Gladstone bound for Caracas. His vessel sailed May 1 1th. The Telegraph further says A "STngular complication has arisen In connection with Westgate' visit to Swansea.

Mr. Williams, an officer of the board of trade, shortly after the Phoenix park assas-sications, saw a sueptcions looking man loitering about the doors of the mercantile marine Offices, Swansea. He entered into conversation with him and found that he not only answered tbe newspaper description of one of tbe men wanted in Dublin, but that he was a native of Dublin and had just arrived from that city. He appears to have shipped on board tbe Neva for Leghorn, In the name of Evans, but on a hint he was arrested by Detective Jooe of the Swansea police, and then gave bis real name as Harwin, stating that his mother resided at Warrenpoint, county Dublin. The Swansea police described him by telegraph to the Dublin police, who replied that the man named Harwin, giving the very address quoted, had been arrested in Dublin on suspicion, but had been discharged, as there was no evidence against him.

Harwin then admitted to the Swansea police that he had been arrested on sugficicn in Dublin as stated. He was eventually discharged from the custody of the Swansea police and proceeded to Leghorn. It now appears that he and Westgate were seen together in Swansea, and Harwin, who is supposed to have deserted from the Gladstone in the name of Evans, had his place hlled at the last moment by Westgate. The latter's confession Is in keeping with the statement made some time sgo by Donovan Rossa to a newspaper correspondent, to the effect that the perpetrators of the Phoenix Park crime would be found in South Wales, whence they would endeavor to snip acroes to south America. The barkeutme Gladstone, Captain John Roads, and tx.und from Swansea to t-araoas, was leaving dock when it was found that one of the crew was missing.

A nisn, who gave the name of Westgate, and represented himself a sailor, was taken on board. It was soon discovered he was no sailor, and instructions were sent to the owners Stop half pay of Wextgate, Dublin. Have reduced his wages to 15s. A letter was received from the man's wife, signed Mary Jane Westgate, 39 Townshend street, Dublin. The man, when shipping, gave his address as Mealh row, Dublin.

Instructions have been received by local authorities from Scotland Yard ordering inquiries to be made. All thfs seems a trifle thin to build a theory of murder on, but it is said to be sufRcient to induce a belief, rapidly gaining ground in England, that the story of Westgate has some foundation in fact. Tbi farcical as well as the outrageous features of the Egyptian business are slowly com ing to light. Sir Charles Dilke 's statement in the house of commons, last night, that the conference would have no control over Eng land's action at Sues or any other point where British troops are to occupation by virtue of the khedive's proposal, shows that the ambassadors assembled at Constantinople might as well adjourn their sittings sine die. They are only wasting their breath In futile discussions.

To s'l appearances England proposes to have her own way. She made that plain when she bombarded Alexandria without the consent of the powers. Tbe event did not, to use M-. Gladstone's pedantic phrase, cohere' li any degree, vfith a policy of joint action. No clever phrases can make it appear that England is not stumbling along entirely independent of her neighbors.

Any doubt that may have been heretofore entertained on this point is removed by Dilie's statement. Wk have published a number of communi cations against the proposed lift bridge over the hjle canal on Plymouth avenue. Just as cheerfully we would publish communications in its favor. A public journal ahould be a medium of communicating the views of ciU-sens npon proposed public measures. For ourselves we do not propose to take part In controversy which has become quite warm among the residents of the Third ward but it is only fair to say that the Council should endeavor to find out what the wishes are of the locality which Is principally interested in the matter and must bear the burden of taxation if the project is consummated.

Having found out what the views of a majority of the people in the specified locality are, the Council should act accordingly. Johh SwiHTOK, one of the sharpest writers on the New York Sun and foremost radicals in this radical country, has, according to the New York correspondent of the Boston Herald, been brandishing the torch of his brilliant intellect about Russian darkness. In a recent number of the St. Petersburg Zagranichuy Veetnik, the leading literary magazine of the czar's dominions, he has illuminated for the benefit of the Russians the subject of American Literature and the Philosophy of American Letters. The article Is said to be a remarkable one and worth a translation into English.

The Rocherter Tnion, of Saturday last, had an elaborate article upon the assessment made npon the non-users of tbe city water who reerae upon streets which the mains are laid.

The Union not only denounces the tax as one especially severe and Inequitable, but also doubts tbe legality of the levy, this year, under the law peseed at the last session of the legislature. Without specifically agreeing with all the points made by the Union we must regard its main argument as constnt with the equities, whatever may ne ue legal ribts of the city in the premises. That a landholder in addition to the regular tax imposed upon him to supply the at-nclency In the water fund, should also be compelled to pay for an article which he is either unwilling or does not care to ass, seems hanh. arbitrary and oppressive. The law to this effect does not seem to have attracted much attention, while it was pending, but since its enforcement has been ordtred it has attracted considerable public diFCUtsion, and has given those upon whom it bears opprceaively a valid grievance.

Ihe text of tLe mandatory provision is as follows In addition to other taxes directed by law to be aaeeed upon tbe property of the city, the Common-council shall, in the month of June in each year, assees for the benefit of the water works fund, three cents 1 on each lineal foot front of each city lot 'located on any avenue, street, park, court, 1 alley and lane in which the city water mains are laid and in use in all cases in hich no water rents have accrued or been paid to the city of Rochester during tbe calendar year preceding the date of the as- seasment, but such assessment shall be made 1 on one frontage of each said lota. 1 1 But as precedent to this action, the law requires that the Executive Board shall on or before the first day of May in each year publish a statement of the lots whose owners are to be taxed In the manner indicated but the law itself teas tut perfected until the second day of May, of this year. It is perilous for laymen to attempt to interpret a statute, plain and direct although its language may seem, when there is a profession whose peculiar province is not only to make but to construe the law. The city having obtained the opinion of one or two eminent lawyers that the tax is legally laid this year, is demanding its collection, although its attorney, not then In Its employ, had previously decided against the enforcement of the law, upon what seems at a glance to be the plain meaning of the law, that the antecedent conditicn had not been complied with waff, Indeed, incapable of being complied with. Thus the matter stands the city assumes to collect the tax and the taxpayers grumbling over what they justly esteem to be a merciless exaction.

There is evidently an Issue which should be determined. The law ought to be repealed by the next legislature. Public sentiment should so declare itself. But this year, a legal issue should be made upon the tax. There is enough of uncertainty about it to Justify this course.

A case can easily be made between the city and the tax-payer, and pushed rapidly to a conclusion. This is important for the municipality. It is certainly important for the tax-payers who are discriminated against by the law. The subject will bear further discussion, but the issue Involved is one which be determined Judicially. Call loans continued to rule easy for all of last week at the New York exchange, with the exception of one or two days. Three per cent, was the fair average rate, but rates on one or two exceptionally active business days ran up to five and six per cent. and then, on a duller day, down a low as two per cent. Tbe last Saturday 's New Tork bank statement creates some discussion, and is not regarded as favorable as statements made during July. Since July loth, the New York banks have lost 8, S55, 500 cash, and have expanded their loans HO, 518, 400, and the surplus reserve has been reduced from tlO, 5S9, 950 to 12,684,425.

Domestic exchange was against New York for the week except from New England and the extreme south. The foreign exchanges were fairly active for the week the steamers of the middle of the -week took out 1, 854, 000. The Boston Herald notes the money market at that point for last week aa follows The money market, which showed signs of increasing stringency at the opening of the week, with an advance in clearing house rates from four to five per cent. sharp, suddenly turned easier, and the rate ran down to three per cent. with plenty of funds at that.

Saturday some loans were made at two and one-half per but mainly three per cent. New York funds receded from twsoty-fiv. cesits per 000 premium to par, and today five and ten cents premium. Demand loans are more freely offered at four per cent, for best bankers', and up to five per cent, on ordinarily good collaterals. Discounts have varied little and cling to five per cent, for beet paper, and from that up to six on good.

wheat trade, and th. time of selling, the New York Tribune of Uonday, makes the following suggestions The sharp decline for grain which occurred last week checked receipts at the western points of accumulation there was a recovery of about 4 cents for wheat and a subsequent decline of about 1 cent, so that the final gain in the week Is about 3 cents. Una dollar a bushel for wheat at Chicago Is not a high price, but it is one that, in view of the large crop, farmers may do well to accept. It is to be hoped that the experience of past seasons will have taught our farmers the folly of holding back their wheat for higher prices than those which are remunerative until western Europe has been supplied from other sources, laere is every prospect for a fair foreign demand for our surplus wheat, if it is met In time at reasonable rates, but it will be a mistake to snppose that th. world la dependent upon tne American crop.
