"In the final analysis," said 76ers' General Manager Pat Williams, "we felt it was time tp open a spat for some young players." Mix, a 3-foot, 8-inch power forward, is a 12-year veteran, the last nine with the 76ers. He fe expected to report to the Bucks' preseason camp on Friday. Williams said Mix told him that while he was sorry to leave Philadelphia, he was going with 1 team expected to be an NBA title contender, and from that standpoint he was happy. "It's probably best for everybody," said Mix, who was used only in mop-up capacity by the Sixers during last season's NBA playoffs. Like Williams, he mentioned the 76ers' youth strategy, "I know they are building with young players.

At least my career isn't over." The 76ers were notified Sept. 14 that the Bucks had made an offer to Mix, a free agent. It was for one season. Mix played in just 75 games last season as a reserve, scoring 541 points for a 7.2 per game average. He didn't play at all in the championship series against the Los Angeles Lakers, which the 76ers lost 4-2.

Mix was drafted by Detroit on the fifth round of the 1969 college draft. Nuggets Name Assistant Coach DENVER Bill Ficke, a former basketball coach at the U.S. Air Force Academy and at the New York Athletic Club, was named assistant coach for the Denver Nuggets. Carl Scheer, president and general manager of the Nuggets, said Ficke will replace assistants Donnie Walsh and John Miller on coach Doug Moe's staff, Walsh, former head coach of the Nuggets, retired to practice law and Miller will coach a team in the Continental Basketball Association, Scheer said. "Bill has an excellent basketball background, and he and Doug have a great rapport that should make them a marvelous coaching team," Scheer said.

"I'm confident they'll do an outstanding job," Ficke, 39, played college ball at Belmont Abbey College in Belmont, N.C., and Ifas owned and operated athletic footwear stores since coming to to Denver in 1975. Put Wirt Service, CHICAGO Former DePaul forward Terry Cummings, chosen second overall in this year's National Basketball Association draft, will play for Athletes in Action because he has been unable to reach a contract with the San Diego Clippers, his agent said yesterday. Negotiations have stalled between Cummings and the Clippers, who made the 6-9 forward-center their first-round draft pick, said Cummings' agent, Tom Collins, a Los Angeles lawyer. Collins said on Tuesday that Cummings would play for AIA until "something could be worked out," presumably with the Clippers. "Terry felt he could be doing something better with his time," Collins said.

"He'll be back to play in the league (NBA). We hope it's sooner rather than later." A press conference was scheduled today in Memphis, site of the Athletes in Action training camp, to announce Cummings' decision. Walton Will Join Clippers PORTLAND, Ore. Bill Walton, the 6-foot-11 center who led the Portland Trail Blazers to the NBA championship in 1977, will play part-time for the San Diego Clippers this fall, General Manager Ted Podleski said. "We don't want him to play that much," Pod-leski said.

"We want to go slow and hope that in January he can play three times a week." Walton, who has suffered a rash of foot injuries since the 1977-78 season, was in San Diego undergoing team physicals. After injuries forced him to miss the entire 1978-79 season with Portland, Walton played in just 14 games for the Clippers in 1979-80. He has not played in a regular season NBA game since then. Podleski said he changed his mind in deciding to let Walton play. Walton had told the Clippers he would try to play one game a week during the 1982-83 season, but Podleski balked at that.

Bullets Sign No. 2 Pick WASHINGTON The Washington Bullets announced the signings of second-round draft choice Bryan Warrick and free agents Dave Batton and Anssi Rauramo. Warrick, a 6-foot-S guard from St. Joseph's, was the Bullets first choice in the 1982 college draft. As a senior, Warrick led the 25-5 Hawks averaging 14.9 points a game.

Batton, who played at Notre Dame, was a third-round draft choice of the New Jersey Nets in 1978. A 6-foot-10 center, Batton rejected the Nets' offer and has played the last three years in Europe. Rauramo, 30, a 6-foot-4 guard, has played his entire career in his native Finland. He has averaged more than 20 points a game for the past 10 years. King Signs Offer-Sheet With Knicks NEW YORK Free agent forward Bernard King, who scored 23.2 points per game last season with Golden State, has signed an offer-sheet with the New York Knicks.

The Warriors now have 15 days in which to match the Knicks' offer, which was undisclosed, or the 6-foot-7, 205-pound forward from Tennessee becomes the property of the New York club. King became a free agent at the end of the 1981-82 s6dson. If Golden State fails to match the Knicks' offer, King would be reunited with college teammate Ernie Grunfeld, who plays for New York. If Golden State matches the offer, the Warriors would retain ownership of King's contract and have the option, then, of trading him or keeping him on their roster. Barnes Signs CBA Contract DETROIT Marvin (Bad News) Barnes has signed a contract to play the 1982-83 season for the newly formed Detroit Spirits of the Continental Basketball Association, the club announced.

It will mark the second time the 30-year-old Barnes has played in the Motor City. The 6-foot-9, 225-pound forward spent parts of two troubled seasons with the Detroit Pistons of the NBA. Jazz Cut 8 Players SALT LAKE CITY The Utah Jazz cut eight rookies and free agents and invited seven back to their fall training camp. Returning for camp Friday with the team's veterans will be free agent guard Rickey Williams, center Mark Eaton from UCLA, guard Jerry Eaves from Louisville, forward Steve Trumbo from Brigham Young, and. free agents Sam Worthen and Ron Davis.

The Jazz also invited veteran guard Brad Holland to camp, but Holland was deciding whether to report, said Laura Herlovich, a Jazz spokeswoman. Holland, a three-year NBA performer, played last season for Milwaukee and received that team's permission to attend Utah's rookie-free agent camp. The Jazz would have to compensate the Bucks if Holland decides to stay with Utah, Ms. Herlovich said. The Jazz waived rookies Rick Campbell, Riley Clarida, Mike Edwards, Thad Garner, Alvin Jackson, Mike McKay and free agents Ray Beer and Mike Clark.

SURVEYOR, MARINE 37.50 Section 4. That the Code of Jupiter, Florida is hereby amended by adding a new section to be numbered which said section reads as follows: Section LIMITATIONS ON LICENSE TAX Notwithstanding the license tax rates provided by Section 14-8, above, beginning October 1, 1982, any increase in occupational license taxes over and above the license tax rate levied on October 1, 1971 shall be limited to an amount not to exceed 25' for license taxes levied at a graduated or per unit rates. Section 4. That the classifications and rates established by this Ordinance shall have application to the fiscal year beginning October 1, 1982, and ending September 30, 1983, and to all subsequent years thereafter, unless amended or repealed. This Ordinance shall take effect immediately upon adoption.

Section 5. Any person violating the provisions of this Ordinance shall, upon conviction, be subject to the penalties provided by Section 1-8 of the Code of Ordinances of the Town of Jupiter. Each day that such violation shall continue shall constitute a separate offense. Section 6. Permission to codify this Ordinance is hereby granted.

The full text of the above Ordinance may be inspected by the Public at the Municipal Building, Jupiter, Florida, Monday through Friday from 9:00 A.M. tp 4:30 P.M. and all interested parties may appear at the above stated time and place and be heard with the respect to the above proposed ordinance. "He is the best for the Strikers right now," said Teo-filo Cubillas, who had threatened to quit if Krautzun wasn't replaced. "He is a nice man, he knows everyone, and I am very happy with him. I want to play here one more year." "He's got the right approach to everything," said Hudson, who often was one of Krautzun's biggest sparring partners last year and had his captaincy removed because of several clashes. "In no area could the Strikers have made a better choice." In Chadwick, the Strikers not only have a coach who has a proven record in the NASL turning around a floundering 7-25 Atlanta team in 1980 into a 17-15 Southern Division titllist in 1981 they have a man who sounds like a public relations gold mine.

"The game has to be sold because we have to get fans in to see us," he said. "We have to be accessible to the public all the time and give clinics and meet the public because without them we can't keep the league afloat." Chadwick recalled that in the early days with the Strikers, even though he and the rest of the players visited as many as 240 schools to hold clinics and meet kids, there were many problems in getting the word out about the Strikers and soccer in general. It was during one of those visits to Tamarac Elementary School that he found out exactly how badly the Strikers needed to get their public relations program in gear. For it was there that he met his wife to be, Judy. "She thought the Fort Lauderdale Strikers were a bowling team," he said.
