Mizell Faville Zern Funeral Chapel on Hypoluxo Road A 1-95 in charge of MIAMI BEACH (AP) The AFL-CIO is expected to formally recognize the country's first national police union this week in a decision that could pit the labor federation against the powerful Teamsters union.

A special committee of the AFL-CIO executive council has recommended that the full council charter the International Union of Police Associations to bring it into the labor federation's fold, William H. McClennan, a committee member, said yesterday. AFL-CIO sources said the 34-member council's acceptance is virtually automatic and that federation President George Meany would announce the recognition Tuesday. recruiting struggle with the 2 million-member Teamsters. The Teamsters union, expelled from the AFL-CIO in 1957, has recruited police in recent years and represents about 25,000 police nationwide, according to AFL-CIO estimates.

Robert Gordon, secretary-treasurer of the IUPA, said once the group is chartered, it will try to arrange a meeting with Teamster President Frank E. Fitzsimmons, "to see if we can come up with a mutual agreement that would prevent a bitter organizing war between the two groups." Dividing up the country geographically might be one approach, Gordon said. Meany and other council members are here for their annual winter meeting which begins today. "If there was ever a need of organizing, it's the police of this nation," said McClennan, president of the International Association of Firefighters and head of the AFL-CIO's Public Employee Department. There are an estimated 460,000 uniformed officers in the United States and more than half are not organized.
