NEW YORK (UPI) Pointing to the failure of a coalition government Including the Communists in Laos, Secretary of State Dean Rusk warned Wednesday against hasty ideas that such a regime could suc ceed in South Vietnam. Rusk indicated he believed the failure of the Laotian coalition might occur again if the Viet Cong were permitted to team up with the present South Vietnamese government. "Some of us think we know what the other side means when they talk about a coalition government and the neutralization of a country," Rusk told luncheon meeting of the National Association of Manufacturers NAM. "We want to know with considerable precision Just what people mean when they put forward their proposals affecting Vietnam." About 200 antiwar demonstrators paraded in streets around the Waldorf-Astoria Hotel as Rusk spoke. He referred to the protesters as his "welcoming committee" and noted he "saw no representatives" of Communist North Vietnam among them.
