'WEDNESDAY, OCTOBER msl" Rally to focus on protecting kids from strangers mother, to organize a rally to educate families about the unknown menace. "I'm looking at it as a monster," Fracassi said. Palm Beach County sheriffs officials don't see the threat quite the same way. Because each report involved descriptions of different vehicles and individuals, investigators do not believe one man prompted all of the recent reports. "None of them appear to be the same (physical) description," sheriffs Capt.

Jay Hart said. "We can't draw a nexus between each of them." Investigators emphasize that in each case, the man said to have approached a boy never attempted to use force or acted in a threatening manner. In one case a man reportedly tried to get an 8-year-old Jupiter Farms boy into his Jeep by promising him a ball. In another, a man was said to have offered a ride several times to a 13-year-old boy before speeding away. In the most recent incident, on Sept.

23, a Palm Beach Country Estates child reported being followed by a man in car, sheriffs Detective Brett Combs said. Because the handful of reports is "an unusual number for the same area," Hart said the rally, planned for tonight, will be an important opportunity for community education. "We'll all be talking about ways to protect your children, what to do and what not to do," Hart said. The rally takes place from 6 to 8 p.m. at the Palm Beach County sheriffs satellite office at 16133 Jupiter Farms Road.

The event will include a presentation by experts on exploited and missing children, as well as information regarding sex offenders living in the area and a limited update on the current investigation, Hart said. andrewmarrapbpost.com A Jupiter Farms parent set up tonight's event after four reports of suspicious men. Tell your children never to respond to a question from an unknown adult on the street Source: Palm Beach County Sheriff Office By ANDREW MARRA Palm Beach Post Staff Writer In Teresa Fracassi's mind lurks an anonymous monster, a man who has prowled her Jupiter Farms neighborhood for months while trying to lure young boys into his car. And with four reports in recent months of men coaxing, approaching or following boys in or near her community, the fear factor was enough for Fracassi, a concerned 4T TrWALMBBMPOST 2 area attorneys accused in anthrax cleanser scam and-dump" stock scam that culminated with a false claim that their company was developing a "revolutionary" compound that killed anthrax, prosecutors say. The group made $1.7 million before the Securities and Exchange Commission suspended its company in November 2001 and launched an investigation. "Fraud that capitalizes on the public's fears about the deadly anthrax attacks is no way to do business," Assistant Attorney General Christopher Wray said. The group, using $450,000 from an unnamed Boca Raton "merchant banking" firm where Karsch is a managing director, bought out the rights of a publicly traded Nevada corporation called 2DoTrade in June 2001.

The company purportedly was headquartered in British Columbia and London. cording to the indictment On Oct. 31, 2001, as anthrax was making its way from Palm Beach County to the U.S. Senate and frightening people as they opened their mail, the group put out a release touting a compound capable of eradicating many types of bacteria, including anthrax. Trreir stock rose again, and for the third time since they started 2DoTrade, members of the group cashed out on their secretly held stocks.

In all, authorities claim, Karsch made off with $555,191 and Stillman came away with $95,371. Kirsch and Stillman were arrested Monday, as were other codefendants who were living in North Carolina, Pennsylvania and Luxembourg.
