A native of Burlington, Mr. Rowen graduated from City College of New York in 1938 and started his career as a copy boy for the New York Journal of Commerce. He became the paper's Washington correspondent in The Associated Press WASHINGTON Washington Post columnist Hobart Rowen, who wrote about business and the nation's economic policy for five decades, died of cancer Thursday.

Mr. Rowen helped bring about that change, Ignatius said. A passionate advocate of free trade, Mr. Rowen emphasized that the United States was part of a global Loeb Foundation and the Society of American Business Editors and Writers.

The society called his column 1 "one of the most influential opinion pieces being written." "Bart Rowen followed eco-nomics policy like a detective and wrote about it with passion and purpose," said Jonathan Wolman, Washington bureau chief for The Associated Press. "His column was must reading at Treasury and the White House for a generation." Mr. Rowen's most recent book, published last year, Self-inflicted Wounds: From LBJ's Guns Butter to Reagan 's Voodoo Economics, recounted his career and outlined his views on economic policy. 1941. During World War II, he served in the information division of the War Production Board.

He then worked as a correspondent for Newsweek magazine, where he wrote his first syndicated column, and served as the magazine's Business Trends editor before joining the Post in 1966. As assistant managing editor for finance he built up the Post's coverage of national and international financial news. "When Bart came the business news department had four people; when he left as assistant managing editor in 1975 it had 30," Ignatius said. His column has been syndicated since 1975, when he returned to reporting as the Post's chief economics correspondent. He also has served as commentator for public television's Nightly Business Report and wrote many books and magazine articles.

Mr. Rowen won numerous awards for his column. He received the first award for lifetime achievement in financial journalism presented by the Gerald R. I ticated way," said David Ignatius, Post assistant managing editor for business. In a recent speech, Mr.

HURLEY of Delray Beach died April 12 at JFK Medical Center. Born in Point Pleasant, N.J., he had resided in Delray Beach for seven years. During his 17 year career as a Quality Engineer with the Department of Defense, he had lived in New Jersey, New York. Hawaii and Arizona as well as serving tours In Korea, the South Pacific and Europe. After his retirement, he was employed by the Illinois Institute of Technology as a Research Engineer where he remained on staff as a consultant.

He was a graduate of the University of Oklahoma. He did his masters work there and at Oxford University, England. He was a member of the American Society of Quality Control for more than 45 years as well as the Society of Manufacturing Engineers, and the Society of Non-Destructive Testing. He also has been active with Quality First at Palm Beach Community College. He was very active with the Delray Beach Community Food Pantry.

He was a member of the Boca Raton English Speaking Union, the Kentucky Society of the Palm Beaches and BPOE 1770, Delray Beach. He is survived by his wife, Joan; son, Richard D. Hurley, St. Maries, Idaho; a brother, James, Ware-town, N.J. and a sister, Peg of Weymouth, Mass.

A Memorial Service will be held at the Church of the Palms, Delray Beach, Saturday at 12 Noon. Following the service friend are invited to the BPOE W770 for fellowship. CARN R. REID (Ret) age 83, born In Philadelphia, Pa. November 5, 1911, schooled In Amerest, Mass. and University of Pa. as a Landscape Architect.

Came to Florida in the mid 30's and worked for the Boynton Landscape Co. in Palm Beach. Landscaped master planning for Bessmer Properties In Miami. During World War he fought In New Guinea as an Engineer officer attached to the 41st Infantry Division in the jungles in the Pacific. He was recalled when the Korean War broke out.

Served four yean In Japan as a Post Engineer in the metropolitan area of Tokyo. Also four years In France with J.C.A. (Joint Construction Agency). Retired from the Army Sept. 36, 1962 and came to Boynton Beach where he had lived 32 years.

Went back to work for Boynton Landscape Co. His first project was the master planning of the Royal Palm Plaza in Boca Raton. Projects also included Quail Ridge, Piper's Landing In Stuart, and Wellington as well as many private homes In Jupiter Island and Village of Golf. In 1975 he was president of the Palm Beach Area Chapter of the Retired Officers Association and past President of the S.E. Chapter of 41st Infantry Div.

1991-1994. He was chairman of Its National Convention in 1993 in Orlando. He had also served as a chairman of the Community Appearance Board in Boynton Beach for more than 10 years. He is survived by his wife, Nina; two sons who served in Vietnam and four grandchildren. Visitation will be today April 14, 1995 from 2-4 and 6-8 with a prayer service at 7 p.m.
