McKinley tariff law. enacted by the Fifty-first congress, and promise fts repeal as one of the beneficent results that will follow the action of Uie people in entrusting power to tlie Democratic party." Tbe fitty-first section of the present Republican tariff, known as the McKinley law, provides: "That all goods, wares, articles of merchandise, manufactured -wholly or in part in any foreign country by convict labor hall not be entitled to entry at any of the lions of the United States, and the importation thereof is hereby prohibited, and the cretnry of the treasury is authorized to prescribe such regulations as may be necessary for the enforcement of this pro- I'liiler the-direction of this statute no article is admitted into this country without si sworn statement from tie shipper and I he importer that it is not the product of convict labor. This is a part of the law tbe Democratic platform declares tie. repealed in case power is entrusted the Democratic party.

The Convict Labor Candidate. If it isargued that the Democratic attack upon the McKinley law is not aimed at iiU particular section, the answer is that Mr. Cleveland, as president of the United Suites, has already committed himself to policy of employing convicts in government works, and of deriving government revenue from their labor in direct competition with free labor. Xot only would Mr. Cleveland admit the product (if foreign convict labor, but he would employ all the convicts in federal prisons in industrial pursuits, and -would have the government make money out of their work.

his annual message, dated Dec. 6, Mr. Cleveland, referring to the construction of penitentiaries for the confinement of all prisoners convicted and sen- tencwd in Ignited States courts, says: Consideration of this subject it erect more than one of i i i located at such places as would Iii's; subserve tbe purposes of business and economy in transportation. The considerable cost of maintaining these convicts, as at present, in state institutions ivould be saved by the adoption of the plan proposed; and, by employing them in the imnnrncture of such articles as were leeded lor use by the government, quite a pecuniary benefit would be realized ji partial return for our outlay." Hostility to Labor Reforms. Xot only by his ugly recommendation, by actually twice preventing the full -iniu-tinent of anti-convict labor laws, has Mr.

Cleveland demonstrated his desire to prison labor in competition with he labor of free men. THE KID-GLOVED Mugwump President of Harvard University, Mr. Eliot, is reported as having forbidden Republican to play "Marching Through Georgia" in the college buildings, be- it is not dignified enough. He voiilj possibly them play "God Save the Queen," as that is English, you ktiovr.

President Eliot and others like Mini, must not forget that the citizens of this country are mainly Americans, believe iu Amciican doctrines and p3es, and love to sing the songs that were sung when the Union armies marched to victory, even though they be somewhat undignified. It seems that Tree traders are wedded to the SoutKvto such an ex- teut that they caunot brook anything that may bo distasteful to the old fire- caters, for the South is the home of free i ride, and but for tbe votes of the old rebel element it would scarcely receive recognition in I his country. HOOD'S PlU.8 BUT THE Democratic party has with virtual-unanimity not only adopted an anti-protectionist programme, but has elmseu as its candidate a politician whose name is synonymous with what we mean by fiee is, tariff for revenue purposes The manner in which Democratic party has adopted the principle of free trade is specially remarkable. Protection, i. the raising duties for other than revenue purposes, ims been condemned as unconstitutional, cud, therefore, if the Democratic party triumphs protection must go root and branch, as something opposed to the institutions of the United States.

So says the London "Spectator," and it seems to be speaking by the card. In- tlfcd, prominent Democratic leaders in this country virtually say tbe same thing. But, are the citizens of this country ready to have protection torn up root and branch NVe know It would suit but we want laws adapted to Amerca's needs. JVDOE W. n.
