Funeral Home, West FUNERAL 'S, LUZ LALINDE EDLEMAN Our beloved mother and friend, Luz, passed away in her home in West Palm Beach on Saturday, August 3rd, 2002. Healthy and active throughout her 80 years, she had been diagnosed with and immediately operated on for cancer only six weeks earlier.

All of her children and many of her closest friends were with her as she made her transition from hospital to nursing home to her own home, and then on to thespiritual realm to be reunited with her Lord and former loved ones. Luz was born and raised in Medellin, Colombia in 1922. She met her soul mate, Vernon William, an American, during World War II and. after marrying him in her hometown, relocated with him to theUnited States. She proudly became an American citizen, raised her children in the Roman CatholicChurch to which she was devoted, and for over 50 years called Florida home.

Everyone who knew Luz loved her dearly. She was extraordinarily kind, throughtful, generous, compassionate, loyal, and appreciative. For a number of years following her husband death, she was a professional florist, creating beautiful arrangements that gave many people great pleasure and solace. For many more years, and up until only a few months ago. she served as a nurse-companion to a fortunate few elderly, caring for them with all the same tenderness, love and concern she bestowed upon family.

Luz will be forever cherished and kept in the hearts of her surviving children: son, Charles of West Palm Beach; son Douglas and his wife, Ann of West Palm Beach; son, Eric, his wife Carol, and their daughter, Jennifer of North Palm Beach; and daughter, Dianne of the San Francisco Bay Area. 5300 East West Palm Beach, FL 33407. The Associated Press MIAMI Calling the: Department of Children and Families "a cruel hoax," advocates resolved Monday to step up efforts to overhaul the state's much-maligned child welfare system. Panelists said they would attempt to recruit a minority celebrity, perhaps Denzel Washington or Will Smith, as spokesman for their cause. State Rep. Fredrica Wilson also plans to arrange for 7-year-old Erica Pratt, the' Philadelphia girl who es- caped her abductors last; month by gnawing through' duct tape, to speak to Miami children about the dangers of approaching strangers.

The panel hopes to spark a grass-roots movement with greater minority participation on behalf of foster children. It spoke of seeking minority volunteers for the guardian ad-litem program, which pro-vides representatives for fos-; ter children, and organizing community patrols to help deter violence against children. Wilson, who has lobbied aggressively for an overhaul of the DCF, said Gov. Jeb) Bush has failed to call on African-American and His-; panic leaders to help address the child welfare crisis. Around 60 percent of children, under DCF care are rriinori-' ties.

No one was available for comment at the governor's office. Panelists urged Wilson to, continue campaigning for a grand jury to investigate allegations that DCF bungling has led to the disappearance, abuse or deaths of children in foster care, most notably that of Rilya Wilson, 5, who is no relation to the state representative. State Rep. Cindy Lerner said DCF would remain "a hoax to families and children, a cruel hoax" until it has adequate funding, a firm partnership with law enforcement in abuse cases and qualified case workers with manageable caseloads.
