The tart tabloid is the latest gimmick in a bitter lobbying war over the federal sugar program. Opponents say the program enriches a handful of growers while costing consumers $1.4 billion a year in inflated prices for sweetened foods and drinks. Supporters say it helps keep U.S. growers in business at no cost to taxpayers while ensuring a stable, inexpensive supply of sugar for consumers. Both sides did their part to keep the sugar debate on the table Tuesday.

Larry Craig, R-Idaho and co-chairman of the Senate Sweetener Caucus, was cautiously optimistic that the program would survive. However, he warned the growers of sugar cane, sugar beets and corn that "you must stick together." Craig noted that Sen. Judd Gregg, has introduced a bill to repeal the sugar program and has 14 co-sponsors. In the House, sentiments are uncertain because 70 percent of the members were not in office five years ago, when the last sugar program was reauthorized in a farm bill.

Unlike many farm subsidies, the sugar program is financed through grower assessments rather than by taxpayers. It limits imports to maintain prices for domestic sugar. "This is not a budget issue," Craig said at the convention of the American Sugar Alliance. However, opponents say the program levies a hidden tax on consumers by artificially raising the prices of sweetened products. The Sweetener Users Associa omer iooa and annk manufacturers, are leading a campaign to" abolish the program and have been; joined by groups representing, consumers, taxpayers and environmentalists.

Treasury bills are automatically exempt from the tax, as are Florida municipal bonds. Note the assets separately, Brozic said. Brokerage firms can break down a municipal bond fund to tell the investor how much of that fund is made up of Florida municipal bonds and thus how much of that bond fund is exempt. If people are unsure about what is taxed, they can check with a tax preparer, with their broker or with the public library. The state department of revenue also has information available.

The state collected $687 million in intangible tax revenue for the 1993-94 fiscal year. Under the state's revenue sharing plan, Palm Beach County is estimated to receive about $20.8 million for the 1994-95 school year.
