But all those new people and places cost government more, too. So Wellington's proposed $30 million spending plan would mean at least a 3.9 percent overall tax increase or as much as 15 percent under a deli-style menu of options Village Manager Charlie Lynn is proposing. In addition to the property tax increases, Lynn is recommending that the drainage fee all Wellington residents pay be increased from $115 to $120 to help pay for the failed lawsuit over an 80-acre conservation area known as Peacock Pond. The village council will begin next week examining the spending plan for the year that begins Oct.

1. Lynn recommends hiring 16 new employees, giving 3 percent cost-of-living raises, offering merit increases of up to 3 percent and boosting the contract with the county sheriffs office by about $500,000. Additionally, the spending plan anticipates $6.7 million in new construction or renovations, including: $1 million in pump stations, new culverts and canal dredging; $1 million to extend Pierson Road; $1 million to de-muck property at Birkdale Drive; and about $500,000 for park improvements. The council could choose to keep the tax rate at $2.25 for every property value, but it would need to spend about $600,000 of its reserve account to finance the budget In addition to the $225 the owner of the typical Wellington home would pay, Lynn is recommending the drainage fees increase $5 to $120. That would begin to rebuild the drainage system's $800,000 reserves that will be depleted after paying legal fees for the failed lawsuit.

The spending plan for the budget year that begins Oct. 1 is up 18 percent from this year's $12 million operating budget, according to the proposed village budget released this week. The village also is proposing a property tax rate of $6.47 per $1,000 of assessed value, down from the current rate of $6.53. But because overall property values in Royal Palm Beach have increased, average homeowners will pay about 2.4 percent more in village property taxes.

A property owner with a homestead exemption on property assessed at $125,000 would pay $647 under the proposed rae. That's $6 less than the owner paid this year, assuming property values remained the same. However, overall property values in the village rose 6 percent, from $657 million to $697 million. But the increase on all homestead-exempt homes is capped at 2.7 percent this year under the state's Save Our Homes law. The proposed village tax rate does not include county and school district taxes or those levied by special taxing districts.

A village council workshop on the proposed budget and tax rate is set for Tuesday at the village hall. Employee salaries and benefits account for more than 50 percent of the proposed operating budget. The $7.19 million in employee salaries and benefits is up from $6.54 million in the cur Beach.
