Average daily attendance is 20 to 40. E.J. "Dino" Ziebell. publisher of the Leland Enterprise, says the club has attracted thousands of persons since 1964. including retired Gen. Mark W. Clark. It's hard to sit at a table day after day with some fellow and not like him." said Bishop. Three tourists were so intrigued with the coffee hour idea that they chipped in for acoustical improvements. Ziebell said as a result of the discassions the summer residents, who feared the nuisance of small craft boating and debris left along the beach, and the townfolk reached a compromise which cut down the size of a new $1 million harbor. "It was much better working it out over coffee than it would have been in court. If we had gone to court, everybody would have been mad at each other for the next 20 years." Ziebell said Women were invited only twice. "They were pretty quiet, which was quite surprising." Ziebell said. Only once so far has the coffee hour been interrupted the day the fire alarm went off. About 33 of the town's finest put down their coffee cups and zoomed away to battle a barn fire. "Then we came back and finished our coffee." Ziebell said. "every man drops his pick-axe in mid-air," says attorney William Bishop. Janitors, printers, attorneys and judges converge on the Leland fire station for a half-hour session of the so-called International Coffee Club of America, which resembles more of a town meeting than a coffee break. It happens ever)' day except Sunday. Started in 1964 as an experiment at understanding and friendship, the club this year was cited by the state-sponsored Michigan Week organization, which honors the state's towns and its people. "It's where the village millionaire and the village idiot can reach a common understanding," Bishop said of the club. He refuses to schedule appointments during the period. Even Circuit Judge Charles Brown does not hold court while the club is in session. Leland. between the banks of Lake Michigan and Lake Leelanau, has a winter population of 250 which swells to about 2,000 during the summer resort season. The coffee hour is open to townsmen and visitors, but women are not allowed. "We have a town meeting every morning. By the time anything comes up for a vote, we have thrashed it out completely," said Karl Detzer. 77, a writer and editor. "And because of it, there is less smalltown backbiting." 11.90 rvg. THE STORE WITH THE CHRISTMAS FLAIR J TAMPA (UPIi - A suit challenging the legislative act that rolled property tax mil-lage levels back to a 10-mill ceiling was dismissed in federal court here Tuesday. District Court Judge Ben Krentzman dismissed the suit with prejudice, which means the plaintiffs can begin appeals immediately, on the grounds the federal court lacked jurisdiction.
