FIELDS H0RTH PALM BEACH SEE HIM LAND VIA IIELIG0PT0R i J-3Til"f JiijCB DUBLIN (UPI) - Director John Huston thinks there's a role to be found and money to be made for Ireland in the-world movie market with creation of its own film industry. Not all Irishmen agree. The burly, American-born Huston, now a naturalized Irishman living the life of a . country squire in County Gal-way, was chairman of a 24- ' member government-appointed committee which examined the possibilities of Ireland crashing the international film industry. The committee found that the risks were great, but the rewards greater still for a country anxious to find pew income, and it recommended that the government should sponsor the venture. "The difficulties are formidable," the committee reported, "but the benefits hkdy to accrue are sufficient to warrant the effort." Huston's committee called for the establishment of a Film Board to encourage the development of the industry but which should not itself get into the film business. The functions of the board, it said, should be to make loans up to the full cost of production for Irish feature films. In the committee's view Irish feature films would fall into two main categories: -Those in the $500,000 range made by a producer whose films were acceptable in the international commercial circuits and who might be induced to make films with a significant Irish creative, artistic and technical content. Those in the $150,000 range made by an Irish producer with Irish personnel. Short film production in Ireland already has reached a volume large enough to constitute a minor film industry, and has developed a body of experienced film makers, enabling it to form the launching pad for more ambitious ventures. Huston's committee said the present system of welcoming foreign movie makers to Ireland should be continued and warned against any reversal of present policies in the field. It added, however, that the proposed board would fail in its primary function if this policy led merely to the establishment in Ireland of branches of international film companies producing films which had no Irish content. Huston told the committee that certain I'.S. major film companies appealed to be in-I crested in the possibilities of backing feature lilms to be made in Ireland or Irish subjects and with a budget ceiling of .f 300.000. On the question of financing the film industry the committee was somewhat fuzzy, emphasizing how money should not be raised rather than how it should be gotten. Most observers agreed the question of finance was the vital one, posing a real problem for the government. In normal circumstances there would be sufficient public goodwill to support a government drive to establish a . film industry here with a backing of the exchequer. But, a recent widely-publicized failure by a foreign aircraft-manufacturing firm to make good in Dublin after it had received nearly $3 million in loans and grants from the government has created a sour reaction to government investment in chancy enterprises. . "This proposal has come just at the wrong time and in the wrong climate," commented one public official. Opposition came, too, from the film critic on one of Ireland's leading newspapers, who editorialized: "How practical, really, is the project? Are we sufficiently well geared financially to throw even a limited amount of taxpayers' money into a medium that literally gobbles it up? '"Ihe answer, "of course, is no. With bitter memories of the Potez, the government-backed French aircraft factory misadventure in mind, the government must not be allowed so soon after that debacle to take another extremely risky gamble with money that should be earmarked for much more practical and infinitely more urgent, projects." This reaction may tend to be a fairly general one. Huston and his pioneers will need plenty of blarney to talk the government into action at this juncture, most observers believe.
