Kiesinger will seek Nixon's ielp in long-range planning for NATO. The main purpose of tee talks which Kiesinger palls a "dialogue" - is to put aside the friction between the I. Kiesinger said it is imperative to get North America behind a long-range plan for NATO, a plan which will serve warning to the Kremlin of the permanent union-of North America and Western Europe in defense against Communist' aggression. Kiesinger will try to get the Nixon administration's agreement to a more active NATO role by Canada. The chancellor would like to promote three-way cooperation among the U.S., Canada and West Germany inside the alliance. 1 Kiesinger contends that the U.S.-Canadian defense partnership on the North American continent should be extended to the European continent and expanded into a three-way partnership with Germany. Kiesinger contends, furthermore, that closer contacts among the three countries are required to deal with the logistical problems of U.S.-Canadian troop stationing in this country. German militaryex-perts believe NATO would benefit from a greater pooling of logistical facilities by the U.S. and Canada. The United States has opposed relations with Peking, while Canada has favored them. This refers to Canada's role with India and Poland in IndoChina, the Middle Kiist and on Cyprus. While Kiesinger would like to strengthen NATO generally, this effort involves obvious frustration which the chancellor feels can be by-passed with bilateral contacts between West Germany and its North American partners in NATO. Canada and the U.S. have a unique position in the alliance, according to Kiesinger's reasoning, as dos West Germany, by virtue of being the most endangered land in the alliance and making its second largest contribution in military strength.
