For the future, the study found that the housing needs of most low and moderate income families probably can be met best by the federal government stimulating private housing development on the one hand while making cash rent subsidies to families on the other. But it concluded that onlv public authorities are "likely to be interested and equipped to operate accommodations for unstable, multiproblem families, especially if such families have several children and no more than one respon-sibleadult." The study, made for the commission by George Scher-mer Associates of Washington, was released today by former Sen. Paul H. Douglas, the commission chairman. The commission was appointed in 196" by President Johnson and financed by Congress to study pressing urban problems and recommend solutions. It will expire at the nnd of this year, and is now ompleting its final report to '.he President and Congress. In a related development. :he urban coalition urged the states to take a more active role in the housing area and provided the 50 governors with a detailed "agenda" for preparing their 1969 legislative programs. Public housing has been the primary concern of the federal and city governments. But John W. Gardner, chairman of the coalition, said the states had "abilities and legal authority" unavailable to other governments or private interests involved in Housing. In effect, the coalition is urging the states to make maximum use of federal assistance and private investment in housing. The coalition is a private organization formed in 1967 to coordinate private and public urban programs and lobby for a greater effort in meeting the needs of the cities on the federal level. The Douglas commission study stresses the need for more public housing and an expansion of the rent supplement program, which President Johnson has been able to get through Congress only on a modest scale. In his campaign for the presidency. Richard M. Nixon placed emphasis on private initiative stimulated by tax credits, home ownership and soil-help for theslums. The study was based on 20 case histories. It gave fictitious names to the cities and developments involved, but some were easily identified. "Babylon." which could be no city but Chicago, has a housing program "too big. too cold, but very efficient." the authors found. "The observer wonders whether public housing on the scale of the Babylon highnse projects has not' become an efficient and effective machine for converting human beings into aimless automations," the report said.
