This policy has had some success. Tourism has been growing by about 15 per cent a year. Its revenues are coming close to matching those from sugar, although food and supplies must be imported to support the growing hotel industry. Barbados's tropical climate is tempered by trade winds, its fine white sand beaches are extensive, and its waters warm and bl ue. In manufactures, fiscal and onomic life. He easily dominates his ministers and pays close attention to the minutest details of government operations. But although the 70-year-old opposition leader, Sir Grantley Adams, warns darkly of possible dictatorship, Barbados's political atmosphere has remained free and easygoing. Sir Grantley has a personal antipathy to Barrow stemming from the time Barrow led a group of young dissidents out of the Barbados Labor Party in 1955, formed the Democratic Labor Party and supplanted Sir Grantley in power in 1961. Sir Grantley accuses Barrow of being authoritarian in X. KINNARD WTYOUlS 6:15 TONIGHT 1 According to Barrow, Barbados had, in fact, been paying its own way for the better part of three centuries under British rule. When independence came on November 30, 1966, it was just "a formality," he says. But despite its efforts to diversify, Barbados 's economic health still rests largely on sugar and the guaranteed price it gets in the British market under the commonwealth preference system. Barrow does not see much of a future for either sugar or the commonwealth, an attitude that has shocked many people who have been so accustomed to both for so long. In its 166 square miles Barbados is a kind of microcosm in which many of the problems and characteristics of the Caribbean area can be seen. They are; Dependence on a traditional crop whose costs are dangerously approaching the prices it can obtain. A high unemployment rate that economic growth has failed to dent. An increasing unwillingness by the population to work in the sugar fields, with the resulting paradox that in the midst of unemployment the plantations must import workers during the cutting season. The British legacy of a relatively sophisticated parliamentary system grafted on to a primitive economy which tends to be dominated by a single political figure.
