But Rep. Murray Dubbin. D-Miami. said in an interview he'd rather reserve judgment on the commission's request that its budget be increased bv some 1!2 per cent to $17.3 million for the next biennium. " A lot of these proposed budgets are going to be moot when you consider there's going to be reorganization." the Miami Democrat said. "I suspect agencies such as the Development Commission are going to have budgets that bear no relationship to their present requests. Dubbin's investigating committee recommended that the commission be part of a new-Commerce Department, which would also include the Industrial Commission and other agencies. Dubbin said the committee was very interested in the proposal to centralize public relations in the commission, but only examined it briefly. "It's worth a separate study." he said. "The Development Commission is the single agency best equipped for performing this function consolidating all different promotional functions under a single agency." Jarring is on leave from his post as Swedish ambassador to Moscow, where his wife still lives. His I'.N. assignment officially runs out Saturday, but diplomats generally expect him to take another month's extension. One informant said that eventually Jarring might get Eban. Hiad and Jordanian Foreign Minister Abdul Monern Kifa'i all in Nocisia at the same time so that he could talk to them one alter another. He did that in New York between Sept. 23 and Nov. Nov. 12. He ran into a deadlock, the Arab ministers went home Nov. 7 and Eban followed suit five days later. But meanwhile Eban had put forward Israel's peace plan and he and Riad had started exchanging memorandums. Eban's two memoranda explained the Israeli plan and sought Egyptian comment. Riad's two memorandums asked wheter Israel was ready to implement the I'.N'. Security Council's resolution which calls for a settlement based on Israeli soverignty within recognized boundaries. The deadlock came about because Eban withheld unconditional answers to Riad's questions and Riad withheld detailed comment on Eban's plan holiday gift giving!
